Council’s Code of Meeting Practice allows for the council to resolve itself into “committee of the whole” to avoid the necessity of limiting the number and duration of speeches as required by Clause 250 of the Local Government (General) Regulation 2005.
This item enables councillors to call any item they wish to be debated in “committee of the whole” at the conclusion of normal business.
The debate process during a ‘normal’ council meeting limits the number and duration of speeches as required by Clause 250 of the Local Government (General) Regulation 2005.
Items should only be called at this time if it is expected that discussion beyond the normal debate process is likely to be needed.

THAT council accept the minutes from the Local Traffic Committee held on 04 December 2024 and;
1. Department Leader - Transport Infrastructure REPORT
A meeting of the Cabonne Local Traffic Committee Meeting was held on 04 December 2024.
At the meeting the following items were considered with recommendations to council for consideration.
Orange Running Festival 2025
Following a report presented to the Committee in September, a request to approve the 2025 event was tabled pending further information. More information was required about the communications with local residents, general public and Newmont Cadia mine about the pending road closures.

The Committee has requested that Council also add the event to its website and social media profiles advising the community of the road closures on Orchard Road, Spring Terrace Road and Forest Reefs Road due to the event.
Resilience Ride
Following a report presented to the Committee in September, a request to approve the 2025 event was tabled pending further information. More information was required above covering safety concerns for riders along Cargo Road and seeking NSW Police approval.
Subsequently, further advice has been received which indicates the additional signage they will place for the event and how they will address issues on crests and corners.
The event is planned to run on 15 to 17 May 2025 within the Cabonne, Orange and Blayney areas.
The committee discussed the use of Cargo Road during the event and how the organisers were planning to facilitate the right-hand turn onto Bowan Park Road.
The committee decided to table this request until further information regarding this and the use of Pilot vehicles could be obtained from the event organisers. The committee would await advice from NSW Police before considering this event further.
Goodness Gravel Orange Cycling Event
The committee considered a request from Two Wheel Tours to conduct the Goodness Gravel Orange Cycling event along various roads with Cabonne and Orange Council areas and within the NSW Forestry Corporation areas.
They plan to conduct one ride of 125 km and one of 60 km, both commencing at Lake Canobolas at approximately 6:30am and be finished by 3:30pm.
The rides will use a combination of gravel and bitumen roads/tracks including Mount Canobolas, Lake Canobolas, Cargo, Cadia, and Bowan Park Bitumen Roads. Gravel roads include: Nanami, Barragan, Paling Yards Loop and Edinboro roads.
The committee discussed their concerns regarding the signage due to be placed every 10km along the event route. The committee has suggested that this signage should be placed every 4-5km and at each intersecting road along the route.
The committee decided to table this request until further information from the event organisers can be obtained. The committee would await advice from NSW Police before considering this event further.
Proposed AusCycling Road Race
The committee noted that the request to conduct the proposed event had been withdrawn by the event organiser.
NYE Fireworks Event
The committee noted that the request to conduct the proposed NYE fireworks event at Lake Canobolas had been withdrawn.
General Business
Old Canobolas Road Safety Issues
Council recently became aware of a motor vehicle incident on Old Canobolas Road where a vehicle left the road.
Upon investigation, it is noted that Old Canobolas Road is a windy road of between 5 and 6 metres width sealed bitumen. It is heavily vegetated along the road shoulders. Existing line marking has faded over time and signage is comparable to roads of a similar nature.
The Committee noted that touch up line marking could be undertaken as part of the maintenance and vegetation could be trimmed back.
The Committee also noted that requests to review the speed limits can be referred directly to Transport for NSW’s Safer Roads portal.
Nashdale Public School
Council received correspondence regarding the safety of students crossing the road in front of Nashdale Public School.
The Committee noted that upon inspection, there is good visibility and there is currently a school speed zone in place with flashing signage on Cargo Road.
The committee noted that Transport for NSW’s committee representative would reach out to the Department of Education’s Road Safety Officer to begin discussions with the school.
Speed Zone Reviews
The Committee noted the following update regarding Speed Zone Reviews within the Cabonne LGA.
- Favell Road, Byng – undergoing final approvals
- Marsden Street, Molong – going live with reduction
- Belubula Way, Canowindra – review underway
- Yuranigh Road, Molong – has been triaged, a review will take place. Rutherford Road Molong will also be considered at the same time due to close proximity and similar concerns.
Railway Crossing Review
The committee noted that Council has been contacted by a representative at UGL Regional Linx to arrange a review of four railway crossings. This will be likely be undertaken in the New Year.

Department Leader - Governance & Corporate Performance's REPORT
The Local Government Remuneration Tribunal has commenced its review for the 2025 annual determination. Pursuant to s.241 of the Local Government Act 1993 (LG Act), the Tribunal is required to make an annual determination on the fees payable to councillors and mayors to take effect from 1 July 2025.
The minimum and maximum fee levels for each category will be assessed by the Tribunal as part of the 2025 review process. The Tribunal will next consider the model, the criteria applicable to each group and the allocation of councils in 2026, however this year, the Tribunal will examine if any councils warrant a recategorisation, due to meeting a category’s criteria outlined in Appendix 1 of the 2024 Determination.
The Tribunal invites submissions from individual councils as part of this review. It is expected that submissions are endorsed by their respective council and received no later than 20 December 2024.
2024 Annual Determination
In 2024, the Tribunal made its first determination after the repeal of section 146C of the Industrial Relations Act 1996, which had the effect of capping remuneration increases. The Tribunal determined a 3.75% increase in the minimum and maximum fees, effective 1 July 2024.
A copy of the Tribunal’s 2024 Annual Determination is attached for councillors information.

THAT council donates $450 to NAIDOC Week Initiatives.

Department Leader - Community Services' REPORT
NAIDOC Week School Initiatives conducts a range of activities for school children during NAIDOC Week which is to be held between 6-13 July 2025. The aim of this is to provide children with a greater understanding of cultural diversity and friendship promoting positive attitudes in all students towards Aboriginal people.
The activity for this year is to design a postcard that reflects NAIDOC week and its importance and cultural significance to Aboriginal and Torres Strait Islander people. Entry is open to all primary and secondary school students. Local schools conduct NAIDOC week themed activities in line with the curriculum. NAIDOC Week School Initiatives seek a donation to cover printing and distribution costs for the contests across the LGA.
The activities and competitions received support from four (4) Cabonne local schools participating in 2024, with 317 entries.
For 2024 a Cabonne prize winning student was Freya Skelly from Mullion Creek Public School.
It is suggested that $450 be donated toward this event.
Should council wish to make a donation, there currently remains $4,984 in the s.356 budget for donations this financial year.

Leader - Community and Economy's REPORT
Council has received one application under the 2024/2025 Events Assistance Program (EAP). Council’s Tourism, Culture & Events Coordinator has provided the following assessment.

1. FOOD Week Incorporated
The Molong Munch

The annual FOOD Week event attracts 10,000 visitors to the Orange region and satellite events provide a significant economic benefit to a number of businesses in Cabonne.
In an effort to ensure the economic benefits of FOOD week extend to Cabonne, FOOD Week Inc. and Molong Advancement Group have proposed a progressive lunch on Saturday, 5 April 2024 utilising four Molong businesses, whilst also providing shopping opportunities to surrounding businesses.
To be promoted as a more cost-effective alternative to Forage (considered FOOD Week’s signature event), the progressive lunch will be a ticketed event, limited to 100 tickets, with buses provided from Orange to Molong. The event will involve different courses provided at the following businesses, who have all indicated their support for the event:
- Wildflower Café
- Freemasons Hotel
- Telegraph Hotel
- Lime and Stone
- Molong Stores (canapes).
Traveling between the different venues will enable ticketholders to explore Molong’s CBD, with timing enabling ticket-holders to shop and explore businesses in between courses.
Should Council approve funding, it would be used for operation expenses, which may include marketing, infrastructure and equipment hire, entertainment and food costs. Cabonne Council would be the major sponsor for this event and will be included in all marketing materials.
Based on the guidelines this event meets the criteria for a Developing Event. The EAP guidelines set a minimum funding at $500 for Developing Event.
However, this event has the potential for economic benefit, and to be a significant annual event in the FOOD week program, thus the recommendation of $2,800.

THAT council note the report on the water supply dams operations manuals, and fund the delivery of these operations manuals, to the amount of $60,000, from the water supplies reserve.

Deputy General Manager - Cabonne Infrastructure's REPORT
Background
Cabonne Council at the direction of the NSW Dam Safety has undertaken a Dam Risk Assessment for both Molong Creek and Borenore Creek dams. As a result of this dam safety risk assessment, both dams were rated as follows:
· Molong Creek Dam - High B
· Borenore Creek Dam - Very Low
Of concern is the risk rating attributed to Molong Creek Dam which, with this rating does attract additional scrutiny and operational requirements as prescribed by Dam Safety NSW.
To address the requirements of the Dams Safety Act 2015 and Dams Safety Regulations 2019, Council is required to complete the following
· Molong & Borenore - Dam safety management system document Molong - Operation and maintenance plan
· Borenore – Operation and maintenance plan
· Molong & Borenore – Emergency Plan Molong Dam
· Desktop emergency exercise
These documents provide assurance to the regulator that the risks associated with the dam are being effectively monitored and mitigated.
Additionally, the current requirements without this documentation have staff attending dam inspections three times per week, taking up much of the day in both travel and onsite inspection. Given the remoteness of the location, and the confined spaces that need to be entered, two persons are required for each inspection. This equates to up to 5 working days per week being dedicated to dam inspections.
Officers are seeking from the development of these operations and maintenance manuals to streamline, automate and reduce the time burdens of inspections of the dams.
Financial Considerations
The Dam Safety Risk Assessment was commissioned in the 2023/24 financial year. Whilst the draft report was completed in July 2024, requirements of the Dam Safety Regulation (2019) involve a peer review to be undertaken, which proved difficult to source a suitably qualified individual. This review has been undertaken, and has led to the finalisation of the Dam Safety Risk Assessment, allowing the recommendations to proceed forward.

Council has received quotations from NSW Public Works Advisory to undertake the drafting of the suite of manuals for $45,250. This is a specialised field, and external expertise in dam safety and structural integrity of dams is necessary to complete the project.

Background
Cabonne Council has received an offer of funding under the New South Wales Safe and Secure Water Program to undertake detailed strategic planning documentation. The creation of this documentation will satisfy Integrated Water Catchment Management (IWCM) requirements of Department of Climate Change, Environment, Energy and Water (DCCEEW), and will also advance council's strategic documentation.
This funding opportunity has been provided to further support council to address its security and asset condition risks previously identified. With the completion of this work, council will be better placed to access further funding to deliver its priority projects through satisfaction of the IWCM framework.
Council and DCCEEW have worked in collaboration to determine the following priority strategic projects to be funded through the Safe and Secure Water Program (SSWP268):

Requirements of the funding detail that the entirety of the project is required to be completed by the end of the 2025 calendar year. Given these time constraints, council officers are working closely with DCCEEW to expedite the funding deed to get the project underway.
Council will dedicate its contracted project management resource for water and waste water to managing this project on its behalf. Given the diversity in the projects, delivery of these strategies will need to be divided between several specialist companies.

Department Leader - Transport Infrastructure REPORT
Council received $8.64M funding under the Roads of Strategic Importance (ROSI) program in 22/23. This was supplemented (25% co-contribution) with $2.16M from council to bring the total funding to $10.8M
In order to undertake the works, council called for tenders to undertake the construction of the project in May 2024, with a report being presented to Council at the June 2024 Council meeting. The outcome of the tenders was that all the submitted tender prices were well above the funding being provided. Subsequently Council rejected all the tenders and resolved to negotiate with the two highest ranked tenders as well as undertake an assessment of the options available to council to complete the works.
A subsequent revised internal costing of the project seen the project cost lowered to around $25 Million, which was still above the approved funding.
Negotiations with the funding body about the increase in project cost were commenced in July 2024 based on the following options:
· Option 1: Continue with works excluding the seal from the overall scope with the approval of a tender exemption.
· Option 2: Additional budget has been requested up to $25 million for Council to complete the works. Tender exemption would apply for this option to occur.
· Option 3: Request for additional budget up to $30 million as per the previous tendered works schedule.
To date no advice has been received as to whether additional funds will be forthcoming; however, the negotiations have resulted in the funding body approving a reduced scope of works up to the original budget (i.e. Option 1 being $10.8M)
The approved reduced scope of works sees drainage improvements along the length of the project, tree and vegetation trimming and removal and some pavement raising to lift the pavement over the new culverts.
The expectations of the reduced scope will result in an improved road, better drainage with less reduction in road closures due to flooding and storm events. The reduced scope does not allow for bitumen sealing.
Scheduling of these works will see vegetation works commence in February 2025 with drainage/culvert work to commence in March. These works under the current budget will continue into the 25/26 financial year.
Should council be successful in gaining the additional funding to complete the full scope of works, then the completion date is expected to extend June 2026.
Further updates will be provided to council on the outcome of the request for additional funding.

Council has received an application for the purchase of a portion of the road reserves adjacent to Lot 5 DP 263140 and Lots 1 & 2 DP 553286, Parish: Barton, County: Ashburnham, District: Molong, Locality: Lidster.
The area proposed for purchase is marked in red on the below figure. These road reserves lie roughly between McDonald Road and Borenore National Park. These portions of Crown Road were transferred to the Roads Authority (Cabonne Council) on 11th October 2024
There are nil Council owned assets on the subject land, being mainly grassed/grazing land.
As these road reserves serve potential access to the Borenore National Park and Boree Creek they potentially could provide a future strategic need to council. On this basis, closure and leasing the reserves provides the option at a later date to end the lease and resume the reserves for any council need.
Should council agree to this proposal it will be advertised publicly seeking objections to the proposal. Notifications will be posted to neighbouring properties and service authorities in order to meet notification requirements.

Council has received an application for the purchase of a portion of road reserve, being continuation of Miles Road through Lot 228 DP 750406 and Lot 2 DP 868771. The area proposed for purchase is marked in blue on the following figure. The area marked in orange is within Orange Council area.
Miles Road intersects Favell Road at its northern end with a short 300m section south of Favell Road which is periodically maintained by council. Public gates restrict traffic travelling further south along the section of the road reserve.
The section of Miles Road proposed to be closed is a ‘paper road’ only and its very undulating with nil council owned assets on the subject land. There is a lightly formed gravel track within the road reserve which is maintained by the landowner.
Considering these factors, It is unlikely that Council will have any future strategic or operational use for the road reserve.
Should Council agree that the land is superfluous to its strategic and operational requirements, the proposal will be advertised publicly seeking objections to the proposal. Notifications will be posted to neighbouring properties provided notification of the proposal.

the initiatives in previous years. It is only through the dedicated
partnerships that we can receive such a vast and creative response to the
initiatives from students across the LGA.
The 2024 NAIDOC Week School initiatives have again proven to be an overwhelming success. The positive feedback received from many principals and teachers was overwhelming; "We just wanted to say the biggest thank you. One of our students was a winner in the 2024 initiatives and his family and our whole school community were just so proud of the effort, Thank you for this wonderful project." " Thank you so much for this initiative and the prize and medal is so beautiful." "Congratulations to Koori Kids, our local council and all stakeholders for this amazing annual initiative that our school takes part in each year."
The
initiatives annually bring out the best creativity of school students. We are
taking the opportunity through our secondary creative initiative this year
to ask students to We are taking the opportunity through our
secondary creative initiative in 2025 to ask students to Design a poster
that reflects on Indigenous Culture and Road Safety in particular that it is
okay to ‘Speak UP’ you
can have a positive influence on driver behaviour: • Speak up
against using alcohol and drugs, which can affect driving ability and safety
• Speak up against speeding • If you don’t feel safe, say so
• If you think someone is an unsafe driver, try to find another way
of getting to where you’re going.
The NAIDOC Week School Initiative Competitions bring a coordinated educational component to the week-long celebrations. The competitions have been overwhelmingly successful and last year was no exception which produced over 204,369 entries from schools who participated in a variety of competitions, and we are delighted to announce the “2025 NAIDOC Week” Colouring-in/poem writing and Creative/Essay writing Competitions. Entry is open to all primary and secondary school students in communities.
The aim of these initiatives is to provide our kids with a greater understanding on the importance of friendship and cultural diversity. The competitions reflect Aboriginal ancestry and promote the growth of positive attitudes in all students towards Aboriginal people. They are broadly based around each year’s national NAIDOC theme. The colouring-in/ Short-Story competitions are open to all primary school students and the Creative Art / Essay Writing competitions are open to all secondary students. The winning students are each year awarded prizes and or NAIDOC Medals of Excellence.
As part of National NAIDOC Week celebrations Koori Kids coordinates, with the support of various government departments and local councils, an educational component to provide a link of cultural diversity to our kids with the NAIDOC Week School Initiative Competitions. These competitions have been a successful part of NAIDOC Week and to date we have received over 3,000,000 entries which include coloring-in, poem writing, creative art, and essay writing. As a result, we have awarded over 635 major prizes including Computers, Televisions, Mountain Bikes, PlayStation consoles, DVD Players, MP3 Players, Mini Stereos, and Encyclopedia’s. We have presented some 6980 encouragement awards including CDS, DVDS, Movie Tickets and certificates to all participants.
This year our highlighted Indigenous role models include a broader spectre recognising Indigenous talent in entertainment and sport and their contribution to the national identity Kid Laroi (Indigenous Entertainer) and Jack Wighton (Indigenous sportsperson). Our message this year is that education is knowledge and knowledge is GOLD.
The logistics of the initiatives involve packages being sent to all school principals inviting students to participate in the competitions. Prizes will be awarded to the winning students along with the “NAIDOC Medal of Excellence” The Prime Minister has annually provided a message of support for the initiatives encouraging students to participate. “The wonderful work of student winners – and indeed all entrants – gives me great confidence for the future and our ability to forge a more united, harmonious, and respectful future together in the spirit of reconciliation. We can draw inspiration from their idealism and creativity, and their instinctive sense of possibility and openness to change. That is why I am so delighted to be associated with the successful NAIDOC Week School Initiatives.”
The judging of entries last year was adjudicated by a panel including our patron, Aboriginal Elders and Sponsoring agency delegates. The judging this year will take a similar precedent. At an awards presentation held during NAIDOC Week the Minister praised the competitions and their purpose “The initiative we are here to celebrate today provides a perfect illustration of how public awareness has been raised around these issues in recent times. The NAIDOC School Initiative competitions are a perfect opportunity to bring Australians together. They have clearly done so”.
We acknowledge and
appreciate the support of the council last year and seek your involvement again
to maintain this year’s competitions. We are asking that you assist
this year by preparing a report to council and continuing your support to the
initiative with a $450.00 contribution towards
printing and distribution for students within councils LGA. Support last
year was recognised by the Prime Minister and Minister – Indigenous
Affairs at the NAIDOC Awards presentation held during NAIDOC Week. Logo was displayed
on all materials sent to both principals and students across council’s
LGA and a proof of the 2025 competition entry forms for your information is
attached. Support was also recognised in all media which included the
Advertiser, National Indigenous Times, ABC Radio, Local media, and NITV and ABC
TV’.
Presentation of NAIDOC Medals of Excellence were presented to the winning students were held at special school assemblies and were where possible by Elders, Executive Director, NAIDOC Week School Initiatives, Director, Social Wellbeing & Community – Koori Kids, local Mayor or representatives, Regional Director of Schools, Delegates from NSW Education, NSW Aboriginal Land Council’s, and Australia Post. I would particularly like to acknowledge; Hon. Koori Kids is a community organisation that engages young people in a range of school initiatives to promote education and awareness of Aboriginal & Torres Strait Islander culture. Each year Koori Kids conducts the NAIDOC Week School Initiative Competitions for school aged children. This is broken up into primary and secondary school categories being colouring-in, poem writing and creative and essay writing. Koori Kids is seeking continued support from council and request consideration of council to be an associate partner with a $450 towards the program.
Purpose
The purpose of this annexure to the proposal is to inform council of the Koori Kids 2025 School Initiatives program. The initiatives are coordinated in partnership with the Commonwealth Department of Education, NSW Education, Department of Health, Transport for NSW, NSW Health, Catholic Schools NSW, Association of Independent Schools of NSW and Department of Premier & Cabinet.
Koori Kids has provided a proposal and draft entry forms for the 2025 initiatives. The contribution sought ($450) will be utilised towards the costs for printing and distribution of information packs, posters, and entry forms to schools across councils LGA. These initiatives are designed to educate all students on cultural diversity and involve a whole of community approach in the spirit of reconciliation and bringing us ‘all together as one community’.

Summary
This worthwhile established cross-cultural initiative has been operating very successfully and is aligned with NAIDOC Week, celebrated in July each year. Hundreds of entries are received each year from schools within councils LGA, and the success of the program is due to the support of councils and partner organisations.

Each year at some of the winning schools Koori Kids host some ‘Healthy Lifestyle Clinics’ with visiting celebrity sports persons the aim of these clinics is to encourage an active lifestyle.
Council Acknowledgement
Council is acknowledged through logo inclusion as an associate partner on information packs sent to schools throughout councils LGA. If there is a winner from a school within council LGA, an invitation for the mayor and or a representative is invited to attend the school, along with Executive Director, NAIDOC Week Initiatives, Director, Social Wellbeing and other dignitaries to make special presentation of the NAIDOC Medal of Excellence and the student’s prize. (40+ NAIDOC Medals of Excellence are issued across the state). Media release for the winning school is prepared in consultation with council’s media officer. Council is also forwarded a final report.
Conclusion
The NAIDOC Week School Initiatives are the only activity throughout NAIDOC Week that provides students with an educational component to NAIDOC Week and Indigenous culture and heritage. Our research and statistics confirm that schools within councils LGA are participating in the initiatives with increased participation from state, catholic and independent schools.

General Manager's REPORT
The Mayor and General Manager attended the Country Mayors Association AGM and General Meeting in Sydney on 15 November 2024. An election of Chairman and Deputy Chairman was held with Mayor of Temora Shire Council, Cr Rick Firman OAM elected as Chairman unopposed and Bega Valley Shire Mayor Cr Russell Fitzpatrick elected as Deputy Chairman.
Minutes of the meeting are attached for councillors’ information. Any queries regarding items discussed should be directed to the Mayor or General Manager.

Leader - Community and Economy REPORT
As part of the Cabonne Recovery Plan, council will monitor and report on outcomes from the Recovery Plan. Council will be provided with 6-month progress reports as part of council's Operational Plan, which will outline progress against the activities of the Recovery Plan.
This report will be provided as a standing item for council meetings and provides a quarterly update on recovery projects and initiatives across the five Cabonne Recovery Themes:
1. Building Back Better Community Infrastructure
2. Building Back Business and the Regional Economy
3. Building Back a Better Environment
4. Building Back Better Communities and Supporting Recovery
5. Managing Council’s Resources/Recovery Planning and Oversight.
In June 2023, the Cabonne Recovery Plan was adopted at council, marking a crucial step towards the long-term recovery and rebuilding efforts. The plan was developed in collaboration with various stakeholders, including community members, local businesses, and government agencies. It outlines a comprehensive strategy to address the immediate and long-term needs of the Cabonne region, focusing on areas such as infrastructure restoration, community support, economic recovery, and environmental rehabilitation.
November 2024 marked the 2-year anniversary of the 2022 flood event. As such some of the actions identified within this report are now considered business-as-usual and part of council’s ongoing program of works - not directly linked to flood recovery, but supporting recovery outcomes. These actions are identified in this 6-monthly update as “Ongoing Council Activity”.
There are a total of 101 key projects and activities outlined across the 5 categories. As of end of November 2024, of these 101 actions:
· 30 actions and projects have already been completed.
· 42 actions and projects are currently underway.
· 2 actions and projects have not yet commenced.
· 17 actions and projects are not actions that council is responsible for, however council remains committed to supporting these endeavours.
· 10 actions and projects are long-term ongoing actions for council, and form part of Council’s business as usual program of works. These actions play an important role in supporting short, medium and long-term recovery.
More than 80% of the identified actions within the plan have now been completed, are underway, or form part of council’s ongoing activities. This is up from 20 completed actions when last reported in December 2023.
The recovery process is an ongoing journey, and council remains steadfast in its commitment to completing all priority actions outlined in the Cabonne Recovery Plan.

General Manager's REPORT
Council adopted guidelines for the Community Facilitation Fund (CFF) in March 2015. The CFF was created for smaller community projects not originally included in the council’s budget, to be allocated at the discretion of the Mayor and Deputy Mayor.
As a reminder, the guidelines for the CFF are as follows:
1. Projects where no existing vote for the works has been allocated or the vote is insufficient to complete the project.
2. Recipients must be community based not-for-profit groups.
3. Mayor and Deputy Mayor to jointly approve funds (with the General Manager as proxy if one is not available).
4. Allocation of funds to be reported to the next available council meeting.
5. Limit of $3,000 per allocation unless other approved by council.
There were NIL allocation of funds was processed in the last month.

Summary
This report details council’s investment performance at 30 November 2024.
Report
In accordance with section 212 of the Local Government (General) Regulation 2021, it is hereby certified that the investments detailed in the attached investment report have been made in accordance with Section 625 of the Local Government Act 1993, its Regulations and council’s current Investment Policy which was last amended and adopted on 27 June 2023.
Management is striving to continuously build up cash and investment returns to ensure ongoing financial stability, allocate funds to reserves and provide ongoing liquidity, especially during the period of ongoing infrastructure repairs following the flood disaster of November 2022.
Policy Implications
The holdings contained in the attached investment report comply with Council’s current investment policy.
Financial Implications
Council’s investments as of 30 November 2024 remained steady at the total of $54,308,000.
This still comprises the amounts of $32,250,000 in “current” term deposits (12-month terms or less), $9,500,000 in “non-current” term deposits (1 – 5 year terms) and $12,558,000 cash asset.
As at the end of November 2024, council’s deposit portfolio had an average yield of 4.96% p.a, which is still performing well above the BBSW benchmark of 4.30% with a weighted average duration of 235 days (~8 months). Council is working toward maintaining the weighted average duration to between 9-12 months in the long run to optimise returns, whilst not jeopardising liquidity.
Interest received during the month of November was $402,040.82
A yearly comparison has been made of the council’s total investment balance as provided in the graphs below. The council is currently trending higher in its investment balance.

The portfolio remains lightly diversified across the investment grade spectrum with the majority of assets directed to the higher rated banks (rated “AA-“ or “A” category. Council is compliant within policy limits.
