Deputy General Manager - Cabonne Infrastructure's REPORT

 

Council Officers have commenced the preparation of the 2023/24 Transport Infrastructure Budget. The draft Cabonne Council operational budget will be presented to Council at its April 2023 meeting.

 

The focus of the draft budget is to maximise the funding that will be realized from flood damage works but filling in gaps (between approved sections), and undertaking significant table drain and vegetation works.

 

Cabonne Council’s 2023-24 Operational Budget contains the following, which are considered as a ‘core’ budget that Council is able to fund from its own revenues and recurrent funding arrangements:

In addition, Council will have additional funding under the Disaster Recovery Funding Arrangements for road restoration following the November floods. This is estimated at approximately $70M.

 

Additionally, funding of $4.2M has been made available to Council under the Regional and Local Roads Repair Fund. This funding is to be used for maintenance related activities only, and has been directed towards additional road table drain clearing, vegetation works and heavy patching.

 

Over the past several financial years, Council has been fortunate to attract grant funding to accelerate some of this program and undertake road pavement strengthening and select widening. The ongoing nature of this funding is dependent on the priorities of the State and Federal Governments.

 

Only known funding has been budgeted for, and therefore no budget figures have been indicated for Fixing Local Roads programs (other than those that are in place currently). Priorities should be raised for discretionary funding which may come up over the course of the year.

 

At the Roads Advisory Committee meeting held 4 April 2023, the advisory committee considered roads that are considered to be priorities for upgrade works, should funding be made available.

 

From this meeting, the Roads Advisory Committee has suggested the following priorities for consideration of the Council:

 

1.   Lake Canobolas Road – Widening of deficient sections, pavement rehabilitation

2.   Gumble Road – Widening of deficient sections, pavement rehabilitation

3.   Mt Canobolas Road - – Widening of deficient sections, pavement rehabilitation

 

For Regional Roads, an application has been made for funding at the following locations

 

1.   Cargo Road – between Lockwood and Canonomdine Lane – widening to 8m seal on 9m formation, pavement strengthening.

2.   Banjo Paterson Way – either side of Bicton Lane – widening to 8m seal on 9m formation, pavement strengthening.

 

The funding sought is under the REPAIR program which regularly provides approximately $800,000 for regional road upgrades and renewals.

Deputy General Manager - Cabonne Infrastructure's REPORT

 

The following report provides an update on major projects up to the end of March 2023.

 

Casuarina Drive

 

Work has been completed.

 

Borenore Road

 

Work has been completed.

 

Gowan Road

 

No further progress due to storm events.

 

Kangaroobie Road

 

Works to be completed:

·    Site clean up

 

Burrendong Road – Construction

 

Work has been completed.

 

Four Mile Creek Road

 

·    Investigations including geo-technical and site survey have been completed.

·    Consultant Engineers have advised from these investigations that the landslip is localized and not widespread.

·    Design works are nearing completion. Tendering is due to commence in April 2023.

·    Council is negotiating a bypass road currently which may allow some traffic to be able to traverse the location.

 

 

 

Four Mile Creek Road – 01 December 2022

 

Flood Damage

All sealed, unsealed roads, bridges, culverts, and waterways have been inspected and assessed, with all roads made safe and serviceable, with some completed road restoration works.

 

 Washpen Creek Bridge

Due to increased volume of agricultural harvesting plant, it was recommended that council replace the single lane bridge with a dual lane appropriate structure.

 

·    Survey has been completed

·    Concept design to be finalised

 

 

Peak Hill Road Upgrade – Roads of Significant Importance (ROSI)

Under Roads of Significant Importance (ROSI) investment initiative from the Federal Government, Cabonne Council has put in a proposal to upgrade Peak Hill Road, serving as a freight corridor to address the flooding/safety concerns while contributing to the competitiveness of Australia’s agricultural and mining sectors.

 

·    Survey is complete

·    Geological Investigations & Pavement Design is completed

·    REF has been sent back to council and council’s Environmental Officer has done the initial review

·    Flood study to be completed

·    Working on Final Design

 

Molong Main Street Trial

·    Underground services located in Stage 1 and 2 (Gidley Street to Edward Street)

·    Approximate location of garden beds have been marked on the ground with pink arrows.

·    Preliminary budget almost completed

·    Contractors locked in to start setting up on Saturday 15 April 2023 with construction to begin Monday 17 April 2023.

·    Area set up at the Molong Rec Ground for trial.

o Excavated a 12m long section x 2m wide (6m garden bed in the centre and 3m of pavers either side), drainage pipe installed from excavation to Molong Creek.

o Installed formwork for the walls and concrete poured.

o Project is being delayed due to the availability of the concreters for small amounts of work at short notice.

o Trial run – Strata vault installed and backfilled with soil.

Ongoing Wet Weather Conditions/Storm Damage

Ongoing storm damage works are progressing by council staff and contractors. Due to waterlogged unsealed roads, it has not been possible to deploy plant and machinery, although temporary works have occurred to make roads and access available to property owners and the community.

 

Council officers will continue to inspect and prioritise works as resources are available.
