1. Council revote $1,500 originally allocated from its 2013-2014 Events Assistance Program to Taste Orange’s Banjo Paterson Self-Drive Tour brochure to a new Banjo Paterson Trails publication jointly produced by Cabonne Council and Orange City Council.

ACTING ECONOMIC DEVELOPMENT MANAGER's REPORT
In November 2013, Council resolved to contribute $1,500 from its 2013-2014 Events Assistance Program to Taste Orange towards the production of a Banjo Paterson self-drive historical tour brochure as part of the promotion of the inaugural Banjo Paterson Festival in February 2014.
The brochure was to guide visitors on a self-drive tour, beginning in Orange and including Molong, Cumnock and Yeoval, particularly highlighting the Animals on Bikes Trail from Molong through Cumnock to Yeoval, ending at the Banjo Paterson Museum in Yeoval.
In March this year, Council resolved to request Taste Orange to refund the $1,500 contribution because a brochure of sufficient quality was not completed before the festival and that these funds be redirected back to the EAP budget.
A brochure was produced during the festival, but it was not of the quality Council’s Economic Development and Tourism staff expected.
An 11-page in-house printed A4-sized document, stapled in one corner (to be tabled at this meeting), was produced but it was not what would be regarded as a professionally printed brochure.
Taste Orange stated at the time Orange City Council had a professionally-produced Banjo Paterson Trail brochure and requested this not be superseded until stock had been reduced.
In August, Orange City Council informed Cabonne Council stocks of their brochure had now been depleted and sought Cabonne’s involvement in the development of a new trails brochure incorporating relevant Cabonne villages.
The new brochure would be compiled jointly by Orange City Council’s Museum’s manager Allison Russell, Tourism Manager Glenn Mickle and Cabonne Council’s Promotions and Tourism Officer Lynne Hawkes, with some input from Taste Orange.
The aim is to have the new brochure in circulation before the next Banjo Paterson Festival in February 2015.
Orange City Council has asked whether Cabonne Council would consider redirecting the $1,500 allocated to the original brochure to the new project, for which preliminary quotes indicate a total cost of about $3,000.
This would appear to be a good use of those funds. It would help Council capitalise on the economic benefits the festival brings to the region, as well as encouraging visitors to follow the trail through Cabonne at other times of the year.
However, the money should be redirected only on the proviso Cabonne Council’s Economic Development and Tourism Committee approves the final design, content and quality of the new brochure.

Small Towns Development Group
EDS Objective 9.5
The August Small Towns Development Group meeting was postponed due to a number of apologies. The next meeting will be held 14 October 2014.
GrantBlast
EDS Objectives 9.3 & 9.4
The current three-month edition (May/June/July) of GrantBlast was distributed in early May. The current edition of this newsletter and previous editions are available on the Cabonne Council and Cabonne Country websites.
The next edition will be distributed early September.
Grant & Award Submissions
EDS Objectives 9.3 & 9.4
The Community Engagement and Grants Officer assisted Cargo, Cudal and Yeoval Men’s Sheds with applications for the Australian Men’s Shed Association’s National Shed Development Program.
Men’s Sheds could apply for funding across three categories including Tools and Equipment, Building Maintenance and Development and Shed Activities and Programs.
The outcome of these applications was announced in July:
- Cargo Men’s Shed received $1,500 for new tools and equipment.
- Cudal Men’s Shed received $6,250 for plumbing and drainage connections including fittings and fixtures.
- Yeoval Men’s Shed received $4,500 for new tools and equipment.
The CEGO assisted three groups with applications under Crown Lands’ Public Reserves Management Fund Program.
Unlike previous rounds, this round of PRMFP funding was limited to showgrounds and projects involving pest and weed management. Manildra Showground has applied for funding to demolish and replace the existing sheep pavilion, Yeoval Showground has applied for funding to construct a new amenities block and Cumnock Showground has also applied for funding to construct a new amenities block.
The outcomes of the applications have been announced and Yeoval Showground was successful in receiving $139,000 for the new amenities block.
The following funding applications have been submitted and results are pending:
1. The CEGO has assisted the Canowindra Rugby League club with an application under the NSW Footy Facilities Fund; a program run by the Department of Sport and Recreation, in conjunction with National Rugby League. The club has applied for $13,120 to install a new electronic scoreboard, concrete around the canteen and install safer light switches at the ground. Applications for this program closed Friday 30 May.
2. The CEGO has submitted an application for funding under Sport and Recreation’s Participation and Facility Program. This application is for $25,000 to go towards the Canowindra Cycleway, a project being managed by Council’s Design Manager. Applications for this program closed on 2 April 2014.
3. The CEGO has also assisted the Molong Golf Club with an application to purchase a new tractor under Sport and Recreation’s Participation and Facility Program.
4. The CEGO has worked with the Cudal and District Men’s Shed to submit an application for funding under Australia Post’s Our Neighbourhood Community Grants program. Cudal and District Men’s Shed are seeking funding to install plasterboard inside their new shed.
5. The Community Engagement & Grants Officer has assisted with three applications under the 2014/15 round of the Community Building Partnership Program. These include:
a) Manildra Showground Trust: for urgent repairs and maintenance of guttering and downpipes on the pavilion at the Showground.
b) Cargo Hall Committee: to purchase new furniture to complete the refurbishment of the Cargo Hall.
c) Cabonne Council: construction of a BBQ shelter at Manildra Recreation Ground
6. The CEGO has also assisted Council’s Community Services Manager and Cabonne Family Links Coordinator with an application for funding to continue the Family Links Project.

Cabonne Daroo Business Awards
EDS Objective 11.2
The Daroo Business Awards Committee met on 12 August 2014.
Voting for the 2014 Cabonne Daroo Business Awards opened 1 August 2014. Since then, over 1,500 online votes have already been received.
The Daroo committee is very excited by this enthusiastic response. Voting closed on 31 August when applications for Best Business in Cabonne applications also closed.

Wine of the Month
Gardeners Ground 2014 NAP Shiraz is the Wine of the Month for August 2014. Gardeners Ground vineyard is part of the Rivers Road Organic Farms eight kilometres south of Canowindra. The 2014 NAP Shiraz complements red meat dishes and doesn’t require cellaring.
What’s On in Cabonne
The Cabonne Country What’s On Newsletter for August promoted 17 events and activities from across Cabonne. The newsletter is distributed to regional visitor centres, Cabonne tourism operators and accommodation providers, schools, progress associations, community groups, regional and local media, posted on Council’s website and placed on community notice boards.

Yeoval Quick Shear Competition 26 July
The event attracted strong interest and more than 40 shearers competed for $6000 in prize money. An auction proved a great success in raising money for drought affected farmers in the north-west of the State.

The next Cabonne Country Tourism Advisory Committee (CCTAC) meeting is scheduled for Tuesday 26 August 2014. Outcomes from this meeting will be included in the report to the October ED&T Committee Meeting.
Central NSW Tourism Update

Unearth Central NSW
Cabonne Council recently hosted food and wine journalist Carla Grosetti, whose article has since appeared in the Australian Traveller, titled Weekend’s best new food, ‘The Hot List’. It lists 10 of the country’s top new food weekend experiences, with Orange region food outlets listed along with Borrodell Vineyard for ideal tree change accommodation.
Tourism public relations manager Gabrielle Brewer advised Cabonne Australian House & Garden Magazine food writer Alana Cobon will visit the area on 10 -12 September to write a feature story for the January 2015 issue.
Visitor Survey
The second quarter of the Central NSW Visitor Survey is complete and surveys have been delivered to Central NSW Tourism executive officer Lucy White.
Orange Region Destination Guide

The Orange Regional Destination Guide was launched at TasteOrange@Sydney Martin Place in Sydney on 20 August 2014. This was an ideal venue to promote our region with a new promotional guide, with a survey conducted by Sydney City Council estimating an average of 65-80,000 people pass through Martin Place each day.
