Acting Economic Development Manager's REPORT

 

Council has received an application under the Events Assistance Program for the 2014/15 financial year.

 

For the ED&T Committee’s consideration, the application is from the Banjo Paterson…More than a Poet Museum for their event, A Meeting with Banjo.

 

Council allocates $40,000 annually for the administration of the Events Assistance Program, $5,000 of which has already been allocated.

Description of the event

 

The applicant has advised as follows:

 

An extensive display of First World War memorabilia is being built up here to go alongside our Paterson material; depicting life in Albany at the time, and the setting up in Egypt, which was a world away for all these young men who joined the army for adventure. The whole exhibit will lead back to Paterson, who was not on this first armada but later sailed through Albany en route to Egypt, where he took charge of the Remount Unit and quickly rose to the rank of Major.

 

We have invited all NSW RSL Clubs with the suggestion that if they cannot make it that weekend, they arrange to visit the area sometime in the near future as a group and stay a few days.

 

The day will include the Army and the Light Horse Re-enactment Committee, visiting servicemen and women, relatives of those who were there as well as several dignitaries who have special stories to tell.

 

The whole exhibit will then become a permanent fixture in our Banjo Paterson Exhibition, attracting visitors for many years to come.

 

Banjo Paterson…More than a Poet has listed the following benefit as part of the event:

 

This event will be the forerunner of many events we intend to run with the Banjo Paterson ... More than a Poet Exhibition being the base. With the next 5 years being very heavily influenced by the Australian Forces actions of the previous 100 years, our exhibition will attract a lot of publicity and visitors. It will raise the profile of the Cabonne Council area as visitors travel here and through the Shire, many visiting other attraction on the way and staying in the area for a day or two.

Recommendation

 

THAT the Committee determines whether it wishes to further investigate a concept to progressively paint Cabonne Shire’s commercial streetscapes in heritage colours

 

ACTING ECONOMIC DEVELOPMENT MANAGER's REPORT

 

The Cabonne Council Tourism Advisory Committee (CCTAC) has strongly supported a concept put forward by Council’s committee representative Cr Ian Davison that Cabonne Council consider a progressive program to paint the Shire’s commercial streetscapes in heritage colours.

 

Cr Davison believes the project would enhance Cabonne’s appeal as a tourist destination, capitalise on the Shire’s heritage value and boost business and employment prospects.

 

He has suggested there may be opportunities for sponsorship or joint venture arrangements with commercial paint manufacturers or suppliers which could reduce some of the project’s cost.

 

Cr Davison first suggested the concept at Council’s Future Directions Forum in 2012.

 

CCTAC has asked Council to consider further investigating the proposal.

 

Council’s Heritage Advisor David Scobie partly examined the possibility of a village painting proposal in a report on Main Street programs which was presented to the July meeting of the Environmental Services and Sustainability Committee.

 

Mr Scobie’s report is reproduced below:

 

Cabonne Shire Villages - Main Street Programs

 

Cabonne Shire has seven villages which are individual in their character and the extent of historic buildings within their central business areas.

 

The heritage buildings have been eligible for funding assistance for conservation works for many years under the local heritage assistance fund. These grants are generally made available to applicants for the following:

 

·    Reinstatement of missing historic external elements evident in photos

·    Minor works to remove/relocate elements which detract from the significance:

§ Suspended/cantilevered awnings

§ Air-conditioning and other equipment

§ Shop fronts

·    Restoration of damaged material on the exterior

·    Maintenance to damaged historic elements on the exterior

·    Conservation of historic and/or sympathetic signs

 

Council also has the capacity from time to time to carry out Main Street Studies, as defined by Heritage Office guidelines. Such studies were completed in the early 1990’s for Gaskill Street, Canowindra and Bank Street, Molong as the basis for simple conservation guidelines for properties in these areas.

 

The Planning and Heritage staff at Council is well aware of the high value which tourists and visitors place upon the character and integrity of these villages. With Orange there are over-arching programs such as Villages of the Heart, which seek to support heritage groups and museums in researching, interpreting and promoting local history. Orange also markets for tourism purposes the villages of Blayney and Cabonne, taking in the gems of Millthorpe and Carcoar.

 

The future

 

Planning staff at Cabonne under the guidelines for Heritage Conservation established by the NSW Heritage Office, seek to support local communities and property owners in conservation works.

 

The current best practice across regional NSW is as follows:

 

·    Promote Main Street Conservation within the each village community

·    Consult and liaise with local business groups and history researchers to evaluate the opportunities

·    Select projects with the good support within each village – do not take on projects destined to fail due to recalcitrant owners, difficult tenants or undercapitalised owners

·    Develop simple strategies with each property owner where they assist in developing an appropriate colour scheme, sympathetic signs and a schedule of minor works.

·    Where available ensure the proposal is consistent with the origins and history of the site – use the local historians/researchers wherever possible.

·    Where required, as through obtaining quotations and then presenting them to the owner for review

·    During the works – which are the responsibility of the owner, assist through the Heritage Advisor as required.

·    On completion, launch the project with a handover of the grant cheque/payment and a standard bronze plaque where appropriate and maximum media coverage.

 

Funding

 

·    Council would need to develop a fund to cover each of the villages, in addition to the existing local fund.

·    The Planning staff would be pleased to assist Council and the Committees in considering options for developing priorities. One means of establishing this would be to invite the villages to express an interest in participating in the Cabonne Main Streets Program. Millthorpe and Carcoar are excellent regional examples where community groups are the key to generating local projects.

·    While consulting with local communities is essential, villages include a wide and diverse range of interests. These interests need to come together to support the concept.

·    The Main Street fund is provided on the basis of a negotiated application for works to conserve the exterior of a main street property on a dollar for dollar basis up to a maximum. The max. will depend on the project scope – painting projects range from $7-15,000 while works to verandahs range from $10,000.

·    The NSW Heritage office from time to time has assisted councils with funds towards Main Street programs both in terms of consulting advice and in terms of the local heritage assistance fund.

·    Public works.

·    In the experience of the Planning staff and Heritage Advisor, local and public enthusiasm often builds after a number of schemes are completed and property owners who may have been reluctant, come on board in order not to be left out and to ensure some level of commercial equity within the streetscape – their tenants complain and the public comment.

·    A second level of request relates to the public areas where the community request additional investment – pavements, street furniture, lighting, interpretation etc.

·    While this enthusiasm is welcome, the investment needs to be managed so that the main street retains the historic integrity and does not become over developed with replication and personal concepts of what is appropriate.

·    These main Streets are commercial with traditional retail and business uses at their heart – all the early photos show that the streetscapes are often vibrant and exciting places.

 

Support

 

·    The Museums and historical societies can be encouraged to prepare simple annual exhibitions of main Street photographs and histories of important local businesses.

·    The Newspaper and media can be supportive through publishing supportive editorial, early photos and requests for the community to come forward with their recollections of main street businesses.

·    Support in kind could be provided through local building material suppliers.

·    Dulux has supported heritage projects recently in Orange where rotary and the community was involved. Generally however, support is made available for community projects but not for private property. It is the experience of the Heritage Advisor that material costs are minor while labour and scaffolding/cherry picker hire costs are major project costs.

Small Towns Development Group

EDS Objective 9.5

 

The Small Towns Development Group meeting was held 10 June 2014.

 

A summary of matters discussed at the meeting was reported to the July ED&T Committee meeting. The next meeting will be held on 12 August 2014.

 

 

GrantBlast

EDS Objectives 9.3 & 9.4

 

The current three-month edition (May/June/July) of GrantBlast was distributed in early May. The current edition of this newsletter and previous editions are available on the Cabonne Council and Cabonne Country websites.

 

 

Grant & Award Submissions

EDS Objectives 9.3 & 9.4

 

The Community Engagement & Grants Officer has assisted with three applications under the 2014/15 round of the Community Building Partnership Program. These include:

-     Manildra Showground Trust: for urgent repairs and maintenance of guttering and downpipes on the pavilion at the Showground.

-     Cargo Hall Committee: to purchase new furniture to complete the refurbishment of the Cargo Hall.

-     Cabonne Council: construction of a BBQ shelter at Manildra Recreation Ground

The CEGO has also assisted Council’s Community Services Manager and Cabonne Family Links Coordinator with an application for funding to continue the Family Links Project.

 

The following funding applications have been submitted and results are pending:

 

1.   The Community Engagement & Grants Officer has assisted the Canowindra Rugby League club with an application under the NSW Footy Facilities Fund; a program run by the Department of Sport and Recreation, in conjunction with National Rugby League. The club has applied for $13,120 to install a new electronic scoreboard, concrete around the canteen and install safer light switches at the ground. Applications for this program closed Friday 30 May.

 

2.   The CEGO has submitted an application for funding under Sport and Recreation’s Participation and Facility Program. This application is for $25,000 to go towards the Canowindra Cycleway, a project being managed by Council’s Design Manager. Applications for this program closed on 2 April 2014.

 

3.   The CEGO has also assisted the Molong Golf Club with an application to purchase a new tractor under Sport and Recreation’s Participation and Facility Program.

 

4.   The CEGO has assisted two groups with applications under Crown Lands’ latest round of Public Reserves Management Fund Program funding. Unlike previous rounds, this round of PRMFP funding was limited to showgrounds and projects involving pest and weed management. Manildra Showground has applied for funding to demolish and replace the existing sheep pavilion and Yeoval Showground has applied for funding to construct a new amenities block.

 

5.   The CEGO has worked with the Cudal and District Men’s Shed to submit an application for funding under Australia Post’s Our Neighbourhood Community Grants program. Cudal and District Men’s Shed are seeking funding to install plasterboard inside their new shed.

 

6.   The CEGO assisted Cargo, Canowindra, Cudal and Yeoval Men’s Sheds with applications for Australian Men’s Shed Association’s National Shed Development Program. Men’s Sheds could apply for funding across three categories including Tools and Equipment, Building Maintenance and Development and Shed Activities and Programs.

Country NSW Expo

EDS Objective

 

Cabonne Council will be attending the Country NSW Expo in August. The expo runs for two days, 2 and 3 August, and Cabonne will be sharing a stand with Orange City Council as has occurred in the past.

 

The Country NSW Expo aims to showcase the opportunities on offer in country New South Wales. As the pre-eminent event targeting the "Tree and Sea Changers" market, the Expo brings communities and other exhibitors from across country and regional NSW to Rosehill in the heart of Sydney.

ACTING ECONOMIC DEVELOPMENT MANAGER's REPORT

 

Wine of the Month

TP Action: 3.1.2

 

The Wine of the Month for July 2014 was Hedberg Hill 2013 Sauvignon Blanc. Hedberg Hill is a 5.6 hectare vineyard located on Escort Way. This wine won a Bronze Medal at the 2013 National Cool Climate Wine Show. The vineyard is very appreciative of Cabonne’s promotion and support.

 

What’s On in Cabonne

TP Action: 2.1.1, 3.1.2

 

The Cabonne Country What’s On Newsletter for July promoted 16 events and activities across Cabonne. The newsletter is distributed to regional visitors centres, Cabonne tourism operators and accommodation providers, schools, progress associations, community groups and regional and local media, as well as being posted on Council’s website.

 

Council’s Promotions and Tourism Officer has also organised for What’s On to be placed on the various community notice boards.

 

Cabonne Major Events

TP Action: 1.4.2, 1.4.3 and 3.6.3.

 

Borrodell Black Tie Dinner & Gumboot Truffle Hunt

 

The event was held on the 19 July 2014 and proved a great success with more than 100 guests enjoying the truffle hunt experience and collecting four kilograms of prime truffles followed by a black tie dinner.

Yeoval Quick Shear Competition 26 July

Prizemoney of $6,000 was offered and an auction was held to raise funds to deliver 300 tonnes of hay to drought affected farmers in the North-west of the State.

‘Collective’ Exhibition

This exhibition featured a local group of artists.

Other regular events included four movie screenings at the Amusu Theatre in Manildra and monthly Cumnock markets.

Cabonne Country Tourism Advisory Committee (CCTAC)

TP Action: 1.1.3, 5.1.6,

 

Cabonne Country Tourism Advisory Committee (CCTAC) met on 22 July 2014. One of the main agenda items was a discussion of rail trail developments in Cabonne. This initiative is gaining NSW Government support as a tourism and economic development initiative for rural communities. Committee members over the next month will talk to their communities to explore the opportunities, benefits and barriers in utilising unused railway lines in Cabonne and whether this is a feasible project. A possible Molong-Yeoval trail was discussed in 2005 and met with opposition from landholders. The committee will use some of the research from that time as part of their study.

 

The Committee suggested the construction of a Cabonne rail trail be raised with Council to explore the potential. It was cited NSW is the only State in Australia without a rail trail on ex-government railway lines.

 

CCTAC suggested Council consider inviting John Moore, the chairman of Rail Trails for NSW, to address it and CCTAC on the issue.

 

Central NSW Tourism Update

TP Action: 5.2.2

Unearth Central NSW

 

During July, the PTO completed the Central NSW Product Review for Food and Wine Products and populated the matrix for Cabonne producers. This document was forwarded to marketing campaign coordinator Kathleen Drennan and Central NSW Tourism executive officer Lucy White.

 

Cabonne Council hosted food and wine journalist Carla Grosetti on 1 July 2014 as part of the campaign. She was accommodated at Borrodell Vineyard and was given a guided tour of Cabonne with visits and tastings at Brangayne Wines, De Salis Wines and Union Bank in Orange.

 

Tourism Public Relations Manager Gabrielle Brewer advised Cabonne Australian House & Garden Magazine food writer Alanna Cobon will visit the area in September to write a feature story for the January 2015 issue.      

 

Visitor Survey

The second quarter of the Central NSW Visitor Survey has been completed with surveys ready to be forwarded to Central NSW Tourism executive officer Lucy White.

 

Tourist Attraction Signposting Assessment Committee (TASAC)

 

TASAC advised Cabonne Council two signposting applications had been received from Cabonne wineries, De Salis and Stockman’s Ridge at Lister, and asked Council to conduct a wine site visit to determine suitability for signposting and to ensure the wineries met the required criteria. The tourism experience for both wineries and cellar door was deemed suitable and satisfactory from a tourist’s perspective.  

 

Orange Region Destination Guide

TP Action: 3.4.1, 5.2.1 and 5.3.1

 

The Orange Regional Destination Guide is taking shape and in the final stages of production. Orange City Council, Cabonne and Blayney Council are in the process of fine tuning the guide with graphic designers VAADA. It will be launched at TasteOrange@Sydney at Martin Place in Sydney on 20 August 2014.

 

Filming

 

Hard Eight Films have requested permission to film a documentary entitled, “Where the Bushrangers Rode” in Eugowra and Canowindra. The two-man crew and production manager are visiting a number of sites in NSW, including Escort Rock, Eugowra Bushrangers Museum and the Royal Hotel, Canowindra. PTO has provided relevant contacts and details to Hard Eight Films for them to liaise personally with relevant organisations.

 

Filming is intended to take place on Tuesday 9 September 2014 for about 30 minutes at each location. Hard Eight Films have provided a Certificate of Public Liability to Council.

Banjo Paterson Festival 2015

 

PTO is attending monthly meetings to represent Cabonne and assist in the planning process for the 2015 Banjo Paterson Festival. Next meeting is scheduled for 5 August 2014.

 

TasteOrange@Sydney

 

TasteOrange@Sydney will take place from 20-22 August 2014. This year’s event has been extended to three days, and Community Engagement and Grants Officer Hannah Dunlop and PTO Lynne Hawkes will represent Cabonne. The Orange Wine Festival program, Orange District Shopping, Arts Activities & Attraction Guide and Orange Region Destination Guide will all be launched at the event.  

 

A discount card will be distributed to help measure how many Martin Place attendees actually visit the region. The measurement period will be from 20 August 2014 to 20 November 2014.
