PRESENT         Clr L MacSmith (in the Chair), Clrs J Culverson (2:04pm),  G Treavors and S Wilcox.

Also present were Clr Gosper (2:02pm to 2:07pm),  the General Manager, Director of Environmental Services, Acting Economic Development Manager, Administration Assistant and the Director of Environmental Services’ Personal Assistant.

The time being, 2:02pm Clr Gosper joined  the meeting to ensure a quorum was present.

	ITEM - 1    APPLICATIONS FOR LEAVE OF ABSENCE
	Proceedings in Brief An apology was tendered on behalf of Clr Durkin and Clr Davison. The temporary absence of Clr Culverson was noted.
	Recommendation (Wilcox/Treavors) THAT the apologies tendered on behalf of Clrs Durkin and Davison be accepted and the necessary leave of absence be granted.

	ITEM - 2    DECLARATIONS OF INTEREST
	Proceedings in Brief Clr MacSmith declared a perceived pecuniary interest in item 5 as his sister is the applicant for the development application.
	Recommendation (Wilcox/Treavors) THAT the Declarations of Interest be noted.

ITEM - 3    DECLARATIONS FOR POLITICAL DONATIONS

The time being, 2:04pm Clr Culverson joined the meeting.

	ITEM - 4    BUSINESS PAPER ITEMS FOR NOTING
	Recommendation (Treavors/Wilcox) THAT the items be noted.

The time being, 2:05pm Clr MacSmith declared a perceived pecuniary interest in the following item. Clr MacSmith advised the committee  that Clr Gosper would assume the Chair and left the meeting.

	ITEM - 5    DA 2014/0163 PICKET FENCE ON LOT 1 DP 1120962, HILL STREET, MOLONG (MOLONG RECREATION GROUND)
	Motion (Wilcox/Treavors) Recommendation THAT Development Application 2014/0163 for Picket Fence on Lot 1 DP 1120962, Hill Street, Molong, be granted consent subject to the conditions attached.
ESS21/14	Carried The Chair called for a Division of Council as required under Section 375A (3) of the Local Government Act which resulted in a unanimous vote for the motion (noting the absences of Clrs Durkin and Davison – apologies and MacSmith (declared interest).

It was noted, the time being 2:07pm Clr MacSmith rejoined the meeting and resumed the Chair. Clr Gosper advised Clr MacSmith of the outcome of item 5 and left the meeting.

There being no further business, the meeting closed at 2:08pm.
