Recommendation

 

THAT council accept the NSW Heritage Grants fund offer for continuation of the Heritage Advisor program and Local heritage grants program for 2014/15.

 

Director of Environmental Services' REPORT

 

Council has been advised by the NSW Office of Environment and Heritage of a further one year funding offer for the Local heritage places grants program and also for the Local heritage advisor program.

 

Funding is to be provided as follows:

 

Heritage Advisor program – Pro rata $1 for $3 grant of up to $3,000 ex GST based on a project cost of $12,000

 

Local heritage places grant – Pro rata $1 for $2 grant of up to $5,000 ex GST based on a project cost of $15,000.

 

Acceptance of the funding offer must be lodged with the NSW Heritage Grants  / Heritage Division by 6 June 2014.

 

A requirement of the Heritage Advisor funding is the preparation and implementation of a three year heritage strategy for 2014-17. The Heritage Strategy must be submitted to the Office of Environment and Heritage before 15 August 2014.

 

The council’s Heritage Advisor and Director Environmental Services will be drafting the strategy during the advisor’s May visit to council and it is expected the document will be submitted to the June meeting of the Environmental Services and Sustainability Committee for consideration. A copy of the current three year strategy was provided to councillors during the recent Heritage Workshop held in April.

Director of Environmental Services' REPORT

 

The writer attended the Central West Heritage Network meeting held at Wellington on 4 April 2014. The theme of the meeting was mining heritage. Facilitator for the day was Mike Augee.

 

Speakers included:

·    Dr Ian Percival - the central west region’s geology,

·    Dr Ken McQueen - the region’s mining heritage and history,

·    Ray Christison - the history of exploratory coal mining and mineral water extraction in the Goolma area

·    Alison Russell - Orange City Council’s project to  restore the former Wentworth Mine site at Lucknow and open the site as a tourism and education site

·    Campbell Gregory - the background to the Wellington Phosphate Mine tours

·    Richard Eade - the history of Stuart Town

 

The day concluded with a tour of the Wellington Phosphate Cave.

 

In particular the sessions relating to geology were of considerable interest, especially in identifying the range and extent of significant fossil finds located immediately north of Molong.

 

On Saturday 5 April a mining heritage tour inspected the former mine site at Bodangora, the Mitchell Creek ore processing site, the Kaiser mine site, Stuart Town and the gold mining sites at the town common, and Mookerawa mine sites.

The site is a heritage item listed on the 2012 LEP I242 as the former St. Lukes Anglican Church.

The statement of significance:

The St. Lukes former Anglican Church has historic, aesthetic and social significance at the local level as an unusual example of an inter-war period building in the carpenter gothic demonstrating excellent detailing and remaining largely intact despite deconsecration prior to 2012 and constructed in 1924 through local donations and including an altar and baptismal font given and dedicated to those who gave their lives in the great wars.

 

The following drawings have been prepared by eco in house and illustrate proposed works to the site

Changes to the contemporary rear hall building including the additional verandahs are acceptable as they assist in improving the fit of the two buildings and providing the new amenities;

 

Verandahs: the pitch is shown as 221/2 degrees which is nominally half the church roof slope and this is acceptable as it can be consistent around both buildings;

Against the Church there are three proposed new verandahs – the new rear entry and then the two central sides. These are generally acceptable. The decking proposed will need to be screened using spaced timber battens between the deck and ground level for conserving the character around the Church. An alternative would be to omit the cost of the decking to the Church elevations given the floor level and use an appropriate paving. This would be preferable in terms of appearance, cost and long term maintenance. Loos laid paving and not concrete is recommended to allow evaporation and prevent damp build-up against the building.

 

The new double doors to the Church side elevation should be clear finish timber frames with full glass and no false glazing bars to maintain a suitable unobtrusive character.

 

The link element proposed provides the kitchen and the layout makes an attempt to preserve the main window location and this is suitable provided the full window is not obscured by the kitchen bench.

 

The indent of the kitchen walls is small on both sides and a minimum of 600mm is recommended to clearly distinguish the infill and ensure that it reads as a link.

 

Exteriors

·      The need to  replace the external fibro cladding is appreciated. A lightweight materials which gives a similar character as the original is recommended. The preferred material would be fibre cement sheet with cover battens and inclusive of sarking and batts for in-wall insulation to comply with BASIX. Weatherboards are suitable for the link part which is the kitchen and entry and the rear building. It is recommended again that the Church is differentiated from the new works as noted above.

·      Verandah posts to be ex 150x150mm cypress or similar timber posts from Grants at condo for example. Steel would not be appropriate.

·      Roofing to be either plain galvanised iron from Fielders or colorbond Windspray to all new roofing.

·      Keep the existing church roofing generally and paint as required but using Shale Grey paint to distinguish the original building

·      Gutters to be standard unperforated quad or half round with circular downpipes and ridge/barge roll flashings to match

·      Windows to the rear building may be aluminium should timber not be affordable

·      Prepare a landscape garden plan

·      Retain the foundation stone in place

·      Show a new shed/garage as required using Windspray colorbond to all external materials

Recommendations

 

The site has historic significance at the local level as a good locally located example of a 1920’s railway office and barracks building in pre-cast concrete.

 

It is very well located next to the visitor area and wetland

It has a secure perimeter and generous site in conjunction with the building.

 

·      The proponent, John Holland rail to advertise the intentions and seek expressions of interest for the lease and use of the site

·      Should this not succeed and demolition be the outcome, then the following conditions should be imposed:

A photographic archive

A set of measured drawings

A heritage impact statement with site history
