1.  Canowindra Sesquicentennial Bushranger Jubilee Celebration – approved level of funding $1330, consisting of $1000 for advertising and $330 for development application fees.

Council has received two applications under the Events Assistance Program for the 2013/14 financial year.

 

For the ED&T Committee’s consideration, the applications are:

 

Application 1

Canowindra Beautification Bushranger Jubilee Committee

Event:

Canowindra Sesquicentennial (150th) Bushranger Jubilee Celebration

Date:

Saturday 12 and Sunday 13 October 2013

Requested Amount:

$2,330

To be funded for:

Contribution towards advertising and event DA fees.

 

Description of the event:

Canowindra’s Bushranger Jubilee is the sesquicentennial celebrations of one of Australia’s most infamous historical events when Ben Hall and his gang   held the town hostage for 3 days in October 1863.

The Celebrations will be centred around four main events, a street parade, twilight market, re-enactment at Canowindra Royal Hotel and court room trial.

 

Cabonne Council will be provided with the following opportunities as part of this event:

·    The Cabonne Country Logo will be used in all promotion.

 

The organisers expect about 500 people to attend this event over the two days. During the event there will be opportunities for visitors and attendees to visit other attractions in Canowindra and the rest of the Shire.

 

Any profits from the event will go to the Canowindra fitness track project.

2013 Dressage With Altitude

Contribution towards event costs.

 

Description of the event:

Dressage With Altitude is the only international dressage event to be held west of the Blue Mountains and is one of two international dressage events held in NSW.

The aims of this event have always been to:

·    Promote and encourage top level Dressage competition

·    Bring this level of competition to the NSW Western districts

·    Provide an opportunity for participation to NSW country competitors

·    Offer the opportunity of promotion to National, State and Country businesses

·    All in an atmosphere of friendship and social, community involvement

 

Cabonne Council will be provided with the following opportunities as part of this event:

 

·    Naming rights one of the following competitions that run during the event: CDI3*Prix St Georges, CDI3* Intermediate 1, CDI3* Grand Prix, or CDI3* Grand Prix Special.

·    Full Page B&W advertisement in the Program Book

·    4 PA promotions each day during the event

·    Signage opportunities around the venue

·    2 tickets to the Taste Dressage in Orange Party

·    2 tickets to the Luncheon on each day of the competition

·    4 tickets to the Riders Welcome Function

·    Council Logo will be used in all other promotion

 

Assessment

 

Application 1 meets the grant criteria of the Events Assistance Program.

 

Application 2 meets the grant criteria, except for criterion 6: “Utilisation of local venues: Utilisation of local infrastructure such as venues, facilities and other services that provide economic benefit and demonstrate the capacity of the Cabonne region to conduct events”. This event will be held in Orange at the Bradgate Park Indoor Arena.

 

Council allocates $40,000 annually for the administration of the Events Assistance Program. To date, $13,000 funding has already been allocated for the 2013/14 financial year.

 

Council has not provided funding assistance to either of these events in the past.

Economic Development Manager's REPORT

 

Small Towns Development Group

EDS Objective 9.5

 

The August Small Towns Development Group meeting was postponed due to the EDM being absent. The next meeting will now be held on 10 September.

 

GrantBlast

EDS Objectives 9.3 & 9.4

 

The next three-month edition (September/October/November) of GrantBlast is set to be distributed in the first week of September.

The CBDO has assisted the Manildra Showground with an application for the Crown Reserve Trust Award in the current round of the Regional Achievement and Community Awards. This award recognises outstanding community service ethos, dedication and commitment to the community. The winner will receive $5,000.

 

 

 

 

 

 

Community Group Development

EDS Objective 9.4

 

Council has administered the following new enquires and/or met with:

a.      Yeoval Progress Association – consultation about community noticeboards.

b.      Cargo Progress Association – consultation about community noticeboards.

c.       Molong Players – assistance with grant application

 

Business Enquiries & Development

EDS Objective 10.7, 9.2

 

Council has administered the following enquires:

 

a.    A copy of Council’s Business Development Assistance Program has been provided to a lifestyle magazine looking to relocate to Cabonne.

 

2013 Cabonne Daroo Business Awards

EDS Objective 11.2

 

The August Daroo Business Awards Committee was cancelled. As the voting is still in progress there was little to discuss at the meeting. The CBDO and Chair agreed it would be best to cancel the meeting and meet again on September 10 when voting had closed.

 

The voting has progressed well so far, with the CBDO receiving more than 150 votes in the first two weeks. This is encouraging considering that the awards are running with a new ‘People’s Choice’ format this year.

 

2013 Country and Regional Living Expo

EDS Strategy 10.2 & 10.3

 

The EDM and CBDO attended the 2013 Country & Regional Living Expo in Sydney on 2, 3 & 4 August. 

 

The site involved the advertising of available jobs, businesses, industrial and commercial land that is for sale in the Shire.

 

The Expo was relocated from Rosehill Racecourse to Sydney Olympic Park at Homebush, where the number of exhibits decreased by about half.

Not all areas of NSW where covered, however the quality of the individual stands was high, with adequate staff resourcing and provision of information.

 

The number of visitors was down on previous years, but the level and quality of interest was high.  The joint Cabonne and Orange stand was resourced with four staff and up to 30 leads have been received.  Some of these enquiries were from people who have visited the stand in previous years and are now closer to making a move.

 

Visit by Small Biz Connect Bus

EDS Objective 10.7, 9.2

 

Small business operators and people considering starting a small business will be able to gain expert advice when the Small Biz Bus visits Canowindra and Molong on 4-5 September 2013.

An initiative of the NSW Office of Small Business, the bus will have business specialists providing a range of services, including personalised, individual advice.

The bus will be outside the Royal Hotel in Gaskill Street, Canowindra from 9am to 3pm on September 4 and next to SPAR Supermarket in Bank Street, Molong from 9am to 3pm on September  5.

Economic Development Manager's REPORT

 

Taste Orange @ Sydney Update

TP Action: 1.1.3, 5.3.2

 

Early indications are that the Taste Orange @ Sydney event held in Martin Place on 21 and 22 August 2013 was a success, with an estimated 17,000 people either buying products or making enquiries on each day.

 

These are indicative figures only and a full debrief will be held later.

Cabonne, Orange and Blayney Councils shared costs and space in order to promote the three LGA’s.

 

Cabonne Council’s Promotions and Tourism Officer and Community Business Development Officer were impressed with the level of interest in the region and Cabonne in particular, fielding several enquiries from people interested in relocating to Cabonne.

 

The evening pop-up wine bars (pictured below) were very popular.

 

 

The event received considerable media coverage and was officially opened by Deputy Premier Andrew Stoner. Orange MP Andrew Gee attended both days.

Operators in Martin Place included Printhie Wines, Ross Hill Wines, Belgravia Wines, Cooks Lot, Borrodell, Cumulus Wines, Faisan Estate, De Salis Wines, Twisted River Wines, Brangayne Wines, Highland Heritage, Gordon Hills Estate, Logan Wines and Patina. Small Acres Cyder will also be there along with Orange Apples, Golf Orange, Millamolong Polo Club/Sport, CSU/Education, Mental Health Drug & Alcohol, Shop Orange/Mirvac and Accommodation groups.

 

Producers supporting the promotion include Mandagery Creek Venison, Paling Yard Grove, Trunkey Creek, Waru Organics, Jannei Goat Dairy, Racine Bread, Gaskill Greens, Budge Werri Prunes, Morganic, Egganic, Orange Meat Market and Hillside Orchard.

 

Wine of the Month

TP Action: 3.1.2

The Wine of the Month features on the Cabonne Country website and is included in the monthly “What’s on in Cabonne” guide which is read by a few thousand visitors and locals each month.  It is also promoted on radio 2GZ and 2PK with free giveaways.

 

Cabonne Country Wine of the Month for September is Monument Vineyard’s 2012 Shiraz.

Central NSW Tourism Update

TP Action: 5.2.2

Central NSW Tourism are conducting a “While You’re Here” media campaign to promote visitation to the region.

 

The Central NSW Tourism website has been upgraded and optimised. The new website address is www.centralnswtourism.com.au

 

Demand Funding is now available with a minimum of $50,000 per grant application.  This funding must be matched dollar for dollar. 

 

Due to the large minimum contribution required, the opportunity to submit a regional project has been considered that includes all LGAs in Central NSW Tourism.  Details for this regional project were workshopped at the last Central NSW Tourism meeting on July 31 in Orange. 

 

Central NSWTourism Executive Officer, Lucy White, is preparing a report and prospectus to be distributed to member councils in the next few weeks.

 

PTO Position

Implements the actions of the Tourism Plan

 

Council’s new Promotion and Tourism Officer Lynne Hawkes commenced duties on 12 August 2013.

 

Lynne comes to Cabonne Council from the Central West Catchment Management Authority where she was the public relations and media officer for the past nine years.
