Economic Development Manager's REPORT

 

Wine of the Month

TP Action: 3.1.2

Cabonne Country Wine of the Month for May will be provided by Dindima Winery, on Cargo Road.  It was still being finalised when writing this report.

 

What’s On in Cabonne

TP Action: 2.1.1, 3.1.2

‘What’s On’ is sent to tourism operators and village information centres throughout Cabonne, Visitor Information Centres in Forbes, Parkes, Cowra, Wellington, Orange and Bathurst and other outlets throughout the region. ‘What’s On’ is also emailed to regional media outlets and over 400 subscribers on the Cabonne Country mailing list. Events are also listed on the Cabonne Country website.

 

The May edition of “What’s on in Cabonne” will be presented to the ED & T Committee at the meeting.

 

Cabonne Country Website

TP Action: 3.1.2, 3.4.2, 3.5.2

The Cabonne Country website had over 6,000 distinct visitors during March 2013. The number of pages visited increase by almost 100% - 18,000 pages in February compared to more than 35,000 in March. The most popular tourism searches included the Eugowra Murals, Cabonne Country, Molong Gelato and Borenore Market Day.

 

The website has also been updated with events and information on the Gold Trails and the Modern Mining Trail.

 

Cabonne Events

TP Action: 1.4.2, 1.4.3 and 3.6.3.

A number of successful major events have been held throughout Cabonne during April. FOOD Week (April 12 – 21) and Canowindra Challenge - National Balloon Championships (April 20 – 27) have attracted significant interest from national media outlets. Both events have attracted record crowds. Full reports will be tabled at the June meeting ED and T Committee.

 

Regional Marketing Activity

TP Action: 1.1.3, 5.2.1, 5.2.4 and 5.3.2

Council’s PTO is working with Wellington Visitor Information Centre to promote the region through Caravanning Australia magazine.

 

As in past years, Cabonne continues to support the promotion of Central NSW Tourism at the Sydney Caravan and Camping Super Show. Council’s PTO will attend on April 24 and 25 as part of the CNSW Tourism presentation. 

 

In April Cabonne hosted a visiting delegation from Southern Queensland Tourism. The 5 day visit was co-ordinated by Orange City Council and included visits to a range of Cabonne Country attractions and destinations.

 

Council has received a proposal from Cowra Tourism to attend the Home, Leisure, Caravan, 4WD and camping Show in Canberra on 25 – 27 October 2013. This is another opportunity for co-operative marketing and could also include the Age of Fishes Museum.

 

National Media in Cabonne

TP Action: 1.1.3, 5.2.1, 5.2.4 and 5.3.2

The TODAY Weekend Show Weather Segment production team provided 6 live crosses from within and around the Age of Fishes Museum on Sunday 21 April. They were also working with Taste Orange and provided up to 4 live crosses on Saturday 20 April of tourism products in Orange and Cabonne LGA. This project was made possible through Canowindra based marketing organisation, InXcess Pty Ltd and Council’s ED staff.  This national media coverage provided valuable promotion for the National Balloon Championships, the Age of Fishes Museum, Canowindra as a destination and other local events and attractions.

 

Also here during FOOD Week/Canowindra Challenge Balloon Glow was TV chef Lyndey Milan, filming an episode for her upcoming TV series. Both crews expressed their thanks for the efforts of Cabonne Council staff and the many community representatives that made their visits so successful.

 

Other media personnel attending the Canowindra Balloon Glow included representatives from Destination NSW, Sydney Daily Telegraph and a number of freelance writers and photographers.

 

The March edition of Gourmet Traveller magazine provided excellent coverage for our region’s wineries listing the best cellar doors and experiences throughout the Mudgee, Orange and Cowra Wine Regions.  Special mentions were made of a number of Cabonne operators including Philip Shaw, Borrodell, Bloodwood, Small Acres Cyder, Swinging Bridge, Hamilton’s Bluff, Rosnay and Tom’s Waterhole.

 

Central NSW Tourism Update

TP Action: 5.2.2

Destination NSW has been conducting a series of workshops throughout our region to provide information on the new funding arrangements. Of particular interest is the vital role that Destination Management Plans (DMP) will play in future funding allocations from the NSW Government. CNSW Tourism has already researched and collated a significant amount of data for use in such a plan. Work has now commenced on a DMP for Central NSW and member Councils will be asked to contribute financially in order to complete this task.  A CNSW Tourism DMP will provide support for any future Cabonne Country tourism initiatives and assist in gaining access to DNSW funding.  Future proposals with no connection to DMP will not gain funding from DNSW.

 

Work continues on the production of a full suite of Trail Guides incorporating the best of CNSW tourism products and services. Once completed these guides will be distributed throughout our VIC network.

 

Council’s PTO attended a very informative Tourism Award workshop in Mudgee, along with a number of local operators. 

 

Gold Trails

TP Action: 5.2.2

The new website for the Gold Trails is now fully operational and the production of a web-supporting brochure is underway. A number of iPad information kiosks have been provided and one will soon be installed in the Age of Fishes Museum.

 

Community Assistance

Contribution towards banner placement and Taste Orange @ Sydney marketing.

 

Description of the event:

Taste Orange @ Sydney is designed to market and promote the diverse range of food, wine, tourism and opportunity available from the district across three local government areas – Orange, Blayney and Cabonne.  It is a showcase in the heart of Sydney CBD to promote awareness of the region but also highlighting that there are many wonderful destinations in regional NSW waiting to be explored.  The event was an extraordinary success in 2012 leading to increased visitation, and media coverage, specifically from Sydney, over the past 12 months.

The main components of this event will be:

·    Bringing a long Cellar door to Sydney with wine and food tasting.  Additionally, promoting the many other destination features of the region including golf, accommodation, shopping, villages, national parks etc.

·    VIP event with tourism industry and media on-site

·    Pop up Wine Bar from 5pm to 8pm approximately

·    Documentary Video on the Orange Region to be screened in Martin Place and VIP Event

·    Display of 32 banners in Martin Place

·    Distribution of a Bonus Card (PIP)

·    Development of accommodation packages to promote at the event

 

 

Cabonne Council will be provided with the following opportunities as part of this event:

·    Exposure and branding opportunities created by staging the event in Martin Place – where several thousand pedestrians walk through daily.

 

·    Cabonne Council will be offered a ‘Cabonne Village’ stall/site as part of their sponsorship (@ $10,000)

 

·    The Cabonne Country Logo will be displayed on any print and TV advertising. This will include:

o A number of food, wine and travel websites

o MX newspaper distributed in the CBD

o Regional Print

 

·    There will be an opportunity for Cabonne to display banners and other promotional material at a VIP event to be held on Wednesday 21 August. In 2012 150 travel, food and wine media attended as well as Destination Tourism Management staff.

 

·    It is anticipated that approximately 10,000 people will attend this event over the two days and the visual branding will be observed by several thousand more as the move through the area.

Description of the event:

The 2013 Frost Fest will be a 6-day festival staged throughout the Orange Region. Attracting visitors from across regional NSW and key Sydney markets, Frost Fest is a festival for the entire family.

Historically the event is based around music, art and community activity. The year Frost Fest will also take on a theme of “Historical Trails of Orange”. The festival will celebrate the colder months with historical trails, art exhibitions, musical performances and seasonal produce dinners.

 

Some of the events will be:

·    Frost Fest Art Exhibition, Art Prize and Art Trails

·    Junior Chef Masterclasses

·    Bonfire Night

·    Frost Fest Themed Dinners in Orange, Cabonne and Blayney

 

Cabonne Council will be provided with the following opportunities as part of this event:

·    Brand Orange is encouraging and supporting the Cabonne Villages to become involved in the Frost Fest Program. This will get visitors and locals out to the Cabonne Shire by their participation in the art trail, lunches and dinners and cellar door activities.

 

·    The Cabonne Country Logo will be displayed on any print and TV advertising. This will include the 10,000 Frost Fest Programs which will be distributed throughout the 100 mile region as well as targeted metropolitan regions (Sydney and Canberra). The distribution of the printed program will be supported by website downloads and direct marketing to the Taste Orange data base.

 

·    There will be an opportunity for Cabonne to display banners or other promotional material at any key event organised by Brand Orange.

 

The evaluation report from the 2012 Frost Fest provided the following highlights:

 

·    10,000 folded DL programs printed and distributed.

·    Additional funding was provided by Destination NSW allowing great promotion of the event.

·    Regional TV, radio and press advertising was undertaken including Cabonne Country branding.

·    150 entries received for Art Competition

·    Kids Cooking Classes with Kate Bracks booked out.

·    Promotion of Art Trail including 7 Cabonne operators.

Assessment

 

The submitted applications meet the grant criteria of the Events Assistance Program.

 

Council allocates $40,000 annually for the administration of the Events Assistance Program. To date, $33,060 funding has already been allocated for the 2012/13 financial year.

 

Council has provided funding assistance of $10,000 to the Taste Orange @ Sydney and $1,000 to Frost Fest in the past.

Economic Development Manager's REPORT

 

AOF Museum Manager, Fiona Ferguson has compiled the following activity report for the period of January to March 2013.

 

1)   That a level of volunteers is attained and maintained sufficient to operate the Centre on a 7 day per week basis, without reliance on the Manager’s presence.

 

Volunteer numbers at the time of the resolution were 30.  Volunteer numbers over the last Quarter have been:

 

Month 1 – January                       29

Month 2 – February                     32

Month 3 – March                           32

 

The Manager has worked for 0 days in this quarter without volunteer support. 

 

The Age Of Fishes Museum has two Work For The Dole participants.

Two wage subsidy participants during this period (completion date May 2013).  A third wage subsidy person completed in January 2013.

One Parole participant (200 hrs) through Corrective Services due to complete period in April 2013.

Please note that the statistical collection methods have altered considerably since the submission of the last quarterly report from the Age of Fishes Museum.

 

Central NSW received over 1.9 million domestic overnight visitors – up by 6.8% as of YE Dec. 11. Visitors spent nearly 5.4 million nights in the region - up by 5.2% on YE Dec 11.  Source:  National Visitor Survey (NVS), YE Dec 12, Tourism Research Australia (TRA).

 

“Visiting friends and relatives” was the largest purpose for visitors to the region (39.2%), followed by Holiday or leisure’ (35.3%) and ‘business’ (20.8%).

 

Visiting Friends and Relatives’ (39.1%) was the largest purpose in terms of nights in the region, Holiday and Leisure (34.3%) followed by and ‘business’ (18%). 

 

The travel mindsets to Central Tourism are as follows: ‘Compatriots’ (20%) , Peer group travellers (7%) the ‘Wanderers’ (24%) and the ‘Pampadours’ (14%) and True Travellers 31%, Other (4%).

SNAPSHOT:

 

a.   Visitation to Central NSW has increased by 6.8% since December 2011.

b.   Visiting friends and family remains the top purpose for visitors to the region at 39.1%.

c.   Visitation to AOF continues to grow with a total of 2657 visitors or tourism related inquiries received.

d.   March 2013 was the busiest month with 1368 visits. This involved hosting large groups and bus bookings.

 

3)   That ongoing sponsorship is provided by businesses to the VIC/AOFM. (Sponsorship)

 

The Age Of Fishes Museum has 31 Business members being the largest total ever recorded for this category and 53 Association members.  A total of 84 eligible votes.

 

2 grant applications have been successful and 1 grant application is pending.  The successful grants are:

a.   Cabonne Council Community Improvement Program - $2,300 for outdoor bench in the BBQ area.

b.   Museum and Galleries NSW Volunteer Initiated museum Grant - $3,900.

The one grant application pending with Regional Development Australia Round 3 for $500,000.

 

Current AOF Museum projects underway are:

a.   ‘Take Away Fish’ trailer as funded under the FRRR grant program. The trailer is complete.

b.   Lighting in the Newcrest Gallery, window coverings and exhibition is almost complete.

 

 

4)   That shop spending is maintained and grows at least consistent with CPI.

Small Towns Development Group

EDS Objective 9.5

 

The Small Towns Development Group meeting was held on 9 April, following the Daroo Committee meeting at Molong Council Chambers.  A new chairperson for this Committee was elected, being Clr Culverson.  The Committee have thanked the outgoing and long standing chairperson David Hyde.

 

The next Small Towns Development Group meeting will be 11 June.

 

UTS Student Placement Program

EDS Objective 9.5

 

Cabonne Council has secured three students to undertake the 2013

UTS Student Placement Program.

 

The students have recently visited the Shire for a 4 day period.  While undertaking aspects of their studies, they also assisted the ED team with various tourism events occurring over the 20 and 21 April weekend.

 

The projects being undertaken in 2013 is:

 

1.  Enhancing and extending the visitor experience within Cabonne Shire

 

This project relates to the following strategies listed in the Cabonne Shire Tourism Plan:

 

·   Strategy #4.3: To make improvement to local tourist attractions within the Shire which will enable their story to be told and the visitors experience enhanced.

 

Identify tourist attractions across the Shire. Audit these sites and make recommendation to improve the visitors experience at each site.

 

·   Strategy #4.5: Investigate opportunities for cultural tourism development in Cabonne.

 

Identify opportunities within Cabonne for cultural tourism development, including the arts. Work with stakeholders to further develop this concept with the expectation to encourage visitation to the Shire.

 

All projects undertaken are identified in the Cabonne Tourism Plan.

 

GrantBlast

EDS Objectives 9.3 & 9.4

 

The three-month edition (March/April/May) of GrantBlast was distributed in early March. Both the previous edition and the current edition can be accessed directly from Council’s website. The next edition (May/June/July) is being prepared.

 

Grant Submissions

EDS Objectives 9.3 & 9.4

 

The Manager of AOFM, EDM and CBDO has submitted the Regional Development Australia Fund Round 3 full application. The Age of Fishes Museum submitted an Expression of Interest, which was approved to proceed to full application. The application requested $500,000.00 to construct a purpose built and well equipped exhibition/education and workshop/casting facility in the grounds of the AOFM. This application is pending, due to be announced in June 2013.

 

Other funding opportunities in progress are:

 

·    The Cumnock Showground group have submitted an application under the 2013 Community Building Partnerships Program. The project is to gain funding to replace the toilet block facilities at the showground. Grant funding amount requested is $110,000. This application was submitted in November 2012 and is still pending.

 

·    Canowindra Sports Trust submitted an application for the Orange Credit Union Grants. They have applied for funding of up to $5,000 for seats to be placed around the fitness path. This application is still pending.

 

·    The Cumnock Golf Club Volunteers have submitted an application under the Participation and Facility Program through Sport and Recreation. They have applied for funding of approximately $20,000 for a new tractor to help maintain the course. This application was submitted in February 2013 and is still pending.

 

Community Group Development

Council has administered the following enquires and/or met with:

a.      Eugowra Show Society – assistance with funding.

b.      Canowindra Challenge Inc – hosting the 2013 event.

c.       Cumnock Pre-School Committee – provided grant information and assistance.

d.      Age of Fishes Museum – ongoing support.

e.      Cumnock Golf Club Volunteers– provided grant information and assistance.

f.       Cudal A & P Society– assistance with funding

g.      Cargo Progress Association – provided grant information and assistance.

h.      Cargo Football Club – provided grant information and assistance.

i.        Manildra Showground Group – assistance with a grant application.

a.     A proposed Brew house in Borenore is looking for funding assistance and wanted advice about what funding is available.

 

2013 Cabonne Daroo Business Awards

EDS Objective 11.2

 

The Daroo Business Awards Committee met on 9 April 2013.

 

The Age of Fishes Museum has been confirmed as the host group for the 2013 Awards.  The Canowindra Business Chambers was initially approached for the host group role, however did not accept.

The Committee decided that a Fossil theme for the 2013 events would be most appropriate.  This is inline with the 20th anniversary celebrations of the exploratory dig led by Dr Alex Ritchie that rediscovered the world class fossil fish site.

 

The Canowindra Services and Citizens Club has been confirmed as the venue for the 2013 Awards.

 

The Daroo Business Awards will go ahead with a Peoples Choice Format this year. However, the categories of Employee of the Year, Apprentice/Trainee of the Year and Best Business in Cabonne will all remain as categories that require nominees to fill out an application form to be judged.

 

The following organisations have confirmed their sponsorship of the 2013 event:

The Launch of the 2013 event will be held on Monday 20 May 2013 at the Age of Fishes Museum, 10.30am. Traditionally, the Launch is held at the Council Chambers before the May Council Meeting. However, the change in Council meeting time no longer suits the story deadline that the media need to stick to, which would mean a poor turnout of media representatives and coverage.

 

Canowindra Challenge Committee

EDS Strategy 9.4, 9.5 & 10.2

 

The Origin 18th Australian National Balloon Championships commenced on Saturday 20 April.  The Cabonne Country Balloon Glow will be held on the same day, starting at 4.30pm at the Canowindra Sports Oval. 

 

Information on hand when writing this report included:

a.   The first hot air balloon flight on Saturday 20 April saw a crowd of 500 people at the Canowindra Sports Ground

b.   An unconfirmed attendance level of 8,000 to 9,000 people attended the Cabonne Country Balloon Glow event.

When writing this report, the Origin 18th Australian National Balloon Championships was still being held.

 

A further report will be presented at the June ED & T Committee meeting.

 

New Residents Welcome Pack

EDS Objectives 10.3 & 10.5

 

Copies of the New Residents Welcome Pack are being sent to all schools, real estate, post offices, Council reception areas, Age of Fishes Museum, libraries and Progress Associations in Cabonne. A copy is attached for the information of councillors.

 

The welcome pack is also available on both the Council and Cabonne Country websites.

 

Resignation of PTO

Implements the actions of the Tourism Plan

 

Glenn Mickle, Council’s Promotion and Tourism Officer (PTO) has recently announced his resignation with Cabonne Council.  He will be finishing with Council on Friday 3 May.  He was a highly valuable member of the economic development and tourism team.

 

The PTO position is currently being advertised.
