Recommendation

 

THAT Council establish an accessibility reference group with representation from each of Council’s Departments.

 

Community Services Manager's REPORT

 

Council has a legislative and moral responsibility to the community to promote accessibility for people with disabilities in all areas of its operations.

 

These areas include construction of disability friendly Council assets, provision of all services, communication, employment policies and consideration of development applications.

 

During a recent Environmental Services staff meeting, which included representatives from each of Council’s other Departments, it was suggested that a reference group be established to allow input from staff from across a range of functions and expertise into Council’s activities in the area of disability.

 

This group would be available to have input into consideration of provision for people with disabilities in any development applications and also input into planning across all areas of Council to ensure the things council does consider the needs of people with disabilities at an early stage.

 

Formation of this reference group will be a good step in ensuring Council’s activities comply with the requirements of the Australian Government’s Disability Discrimination Act 1992.

Recommendation

 

THAT Council seek support of State and Federal Government in assisting the Lyndon Community to bring their drug rehabilitation facilities at Canowindra up to standard.

 

Community Services Manager's REPORT

 

The Lyndon House building at Canowindra is owned by the Lyndon Community and has been used as a residential drug rehabilitation centre for over 35 years.

 

The building is run down and no longer meets legislative requirements and required a high level of capital expenditure to bring it up to an acceptable standard.

 

Because of this the Lyndon Community Board has recently made a decision to move its residential drug and alcohol rehabilitation program from Canowindra as from the 30th June 2013.

 

The Board has requested Council’s assistance in finding alternative accommodation for the residents.

 

Council staff have considered the potential of other buildings in Cabonne but there do not appear to be any suitable that could be used without substantial capital expenditure.

 

Council’s Community Business Development Officer is investigating possible sources of grant funding for the Lyndon Community.

THAT Council use photographs of the Big Air School visit to Manildra for promotional purposes

 

Community Services Manager's REPORT

 

The recent Big Air School visit to Manildra was held as part of this year’s Youth Week activities.

 

There was wide representation from several communities at this event and local young people participated in competitions and displayed their riding skills.

 

There was a DJ playing music and the enthusiastic presenters demonstrated their skills before running the coaching clinics and competitions for young people.

 

Sponsorship for this event was received from Manildra Milling, the Manildra Group, Manildra Lions Club, Imperial Guest House, Youth Week and Cabonne Council.

 

The local community was very grateful to Council for laying turf the week before the event.

 

The event received good media coverage and Manildra Skate Park was recognised by participants and the media as an outstanding skate facility.

 

A short power point presentation has been made from photographs of this event and this will be shown at the Community Services Committee Meeting.

Recommendation

 

THAT Council write to the PCYC requesting that the PCYC discos at Molong continue to be provided for the youth of Cabonne.

 

 

Community Transport Coordinator's REPORT

 

Cabonne Community Transport Volunteers completed a full day of training on the 22nd February with the Council’s Risk Management Officer. There were 20 participants for this training which was a fantastic effort from all volunteers. A thank you must go to David Kidd for conducting this mandatory training.

 

The Accredited Manual Handling Training which was scheduled for February or March has now been postponed due to the trainer being called away urgently overseas till mid May 2013. This training is for the new wheelchair accessible vehicle.

 

On the 25th and 26th March, 20 seniors boarded the coach for Seniors trip to  the Royal Easter Show in Sydney. This was a fantastic trip with the night being spent at the Novotel in Rooty Hill with all stating they had been lucky enough to have Julia’s room. The next day was spent at the show, with 6 seniors hiring gophers so they could see all the show. This was a fantastic idea, as walking around the show all day does prove to be a bit much for some, young or senior.

 

Owen McKay is coming in May to assist the service improve and update all Policy and Procedures manuals. This includes Organisational Management, Team Management, Service Delivery and WH&S and Vehicle Management.

 

The Community Transport Organisation set the standards for these Policy and Procedures and the service will be very grateful to Owen for his assistance in updating these documents. Owen will be here for 3 full days assisting.

 

The Molong PCYC discos have been cancelled for the rest of the year due to uncertain reasons. The head officer at PCYC in Orange has informed Community Transport of the cancellation. Cabonne Community Transport subsidised the bus for this event which was very well patronised for each and every disco. Many children around the district and their parents have started a petition on Face Book to gain as many signatures as possible to see the discos are brought back to Molong. There were over 300 young people from the Cabonne area who patronised the discos every 2 months, which is an amazing number of youth. It is hoped that community pressure will result in the discos continuing to provide valuable entertainment for the youth of our shire.
