Recommendation

THAT:

1.   Council establish a working party to develop draft council policy to preserve the 'right to farm'.

2.   The working party liaise with all appropriate parties regarding preserving the ‘right to farm’.

General Manager's REPORT

Council conducted a workshop about the 'right to farm' following its ordinary meeting on Tuesday 19 February 2013.  At that workshop councillors discussed:

1.   The concept of the 'right to farm'.

2.   Its potential application to Cabonne.

3.   The scope of its application to Cabonne.

4.   Its application elsewhere.

5.   Existing and draft legislation in various jurisdictions.

The workshop identified a draft private bill on protecting the ‘right to farm’ proposed by the then member for Ballina, the Hon Don  Page.  The draft bill was issued to all councillors and is attached.

At the workshop, councillors unanimously agreed that the 'right to farm' concept is of strategic importance to the rural production economic base of the shire.
