Promotion and Tourism Officer's REPORT

 

Council has received two applications under the Events Assistance Program for the 2012/13 financial year.

 

For the Committee’s consideration, the application is:

Contribution towards program design and printing costs as well as FOOD Week TV, print and on-line marketing.

 

Description of the event:

FOOD Week is now in its 22nd year and involves a number of events and locations that showcase the best food and wine of the district. It also promotes and profiles many local businesses and artisans as well as the scenic local landscape.

 

Over 80 events are held, organised by local businesses and community groups. In addition there are 6 flagship events and these will be:

- FOOD Central. Held daily as a hub for information and meeting producers

- Night Market. A showcase of the wine and food region attracting thousands of people.

- 100 Mile Dinner @ Molong. A dinner held on the Village Green attracting 300 visitors, organised by the Molong Community.

- FORAGE: Over 600 patrons take a long walk through the Borenore landscape to a number of food and wine stations.

- Sunday Market. A new event to replace the FOOD Affair for 2013. Will include regional producers, cooks and vignerons in a ‘market’ style event.

 

These events will occur in Cabonne, Orange and Blayney LGAs.

 

 

Cabonne Country branding within the event will be provided through:

 

·    Cabonne logo displayed on F.O.O.D Week Program (15,000 printed and distributed)

·    Cabonne logo on all print advertising undertaken by F.O.O.D

·    Many events will be held within Cabonne LGA

·    Cabonne banners erected at flagship events such as Night Market and Sunday Market

 

In 2012, Council provided EAP funding of $3000 to the 2012 FOOD Week event.

Description of the event:

Taste Orange @ Canberra is designed to market and promote the diverse range of food, wine and tourism opportunities across three local LGAs – Orange, Cabonne and Blayney. Set up in the Canberra CBD (Garema Place in Civic) it will be modelled on last year’s successful Taste Orange @ Sydney event.

The main components will be:

Cellar Door tastings

Food/produce tastings

Distribute 2013 FOOD week program

Promote loyalty program

Branded banners on display

Promote related tourism product eg accommodation, villages.

The event will run from 11.00am until 7.00pm

 

Cabonne will have the opportunity to participate with a stall at this event in addition to other branding and promotional opportunities.

 

Brand Orange, through its marketing title of ‘Taste Orange’ aims to create an effective umbrella for the marketing, promotion and development of the Orange Region, based primarily on wine, food and cultural tourism but increasingly encompassing the whole business community of Orange, Cabonne and Blayney for the purpose of economic development.

 

In 2012, Council provided funding of $10,000 to the 2012 Taste Orange@ Sydney event.  This was a new event.

 

Council allocates $40,000 annually for the administration of the Events Assistance Program. To date, $17,760 in funding has already been allocated to various events for the 2012/13 financial year.

 

NOTE: An application for Events Assistance Program funding from Canowindra Challenge for the 2013 National Balloon Championships will be presented to the Council meeting in February.

Promotion and Tourism Officer's REPORT

 

Wine of the Month

TP Action: 3.1.2

Cabonne Council will be promoting a local Wine of the Month in 2013. Details for this year are still to be finalised at the time of writing this report.

 

What’s On in Cabonne

TP Action: 2.1.1, 3.1.2

‘What’s On’ is sent to tourism operators and village information centres throughout Cabonne, Visitor Information Centres in Forbes, Parkes, Cowra, Wellington, Orange and Bathurst and other outlets throughout the region.

 

The ‘What’s On’ is also emailed to regional media outlets and over 400 subscribers on the Cabonne Country mailing list. Events are also listed on the Cabonne Country website.

 

The February edition of “What’s on in Cabonne” will be presented to the ED & T Committee at the meeting.

 

Cabonne Country Website

The Cabonne Country website had over 4,800 distinct visitors during November and a further 5,100 in December. The most popular tourism search phrases were Molong Gelato and Hillside Orchard.

 

Cabonne Country Tourism Advisory Committee

The next Cabonne Country Tourism Advisory Committee (CCTAC) meeting will be held on Tuesday 26 February.  Expressions of Interest have been accepted for this committee from the following community members:

Molong 100 Mile Dinner

TP Action: 4.7.1, 4.7.3, 4.9.1 and 5.2.1

FOOD Week 2013 will feature the 100 Mile Dinner at a new venue, the Molong Village Green. Preparations are well underway for this event which highlights the quality of local food and produce. This year will feature a course from each of these participating regions: Bathurst, Canowindra, Cowra, Molong, Mudgee, Orange and Young.

 

The dinner will be held on Monday 15 April 2013.

 

Tourism Signage

TP Action: 4.2.3 and 4.3.2

Cabonne Council hosted the January meeting of Western Region Tourism Attraction Signposting Assessment Committee in Molong. Discussions relevant to Cabonne included an application for Escort Rock signage and the risk management issues involved with the Animals on Bikes drive.

 

Canowindra business owners have asked for more signage to direct visitors to the central business district of the village. RMS designs have been forwarded to the Canowindra Chamber of Commerce for consideration.

 

Canowindra VIC and Age of Fishes Museum Update

TP Action: 4.4.1, 4.4.8, 4.5.1

Recent visitor statistics from the Age of Fishes Museum continue the trend toward increased tourism activity in Cabonne. Visitor numbers to the museum for 2012 were up 22%, from 3450 in the first 6 months of 2011 to 4224 for the same period last year.

Visitor information requests, which are a measure of visitation to other Cabonne attractions and events, continue to grow. In 2010 the figure was 1364 and in 2011 it rose to 2583. These figures do not include telephone, email or mail visitor enquiries. Sales takings have also increased.

The QR code included in the updated Canowindra visitors guide has been scanned 9521 times since launching in July 2012.

The Age of Fishes fossil collection will be included in a new initiative celebrating the geological history of Australia.  Established by the Geological Society of Australia, the new National Rock Garden is being constructed in Canberra and will include the 360 million year old fossil slab #4 from Canowindra. The garden will be focussed on educational and tourist interests and include rocks relating to fossils, ore bodies, indigenous culture with some as old as 4,000 million years. Further information will be available on a new website: www.nationalrockgarden.org.au

Elsewhere the UNESCO display in the Bank of China, Hong Kong, which featured Canowindra Slab #19 as the centrepiece, enjoyed record visitation numbers in 2012.

In further international recognition the Age of Fishes Museum has been invited to the 2013 International Geological Conference in Iceland.

 

Australia Day activities

EDS Objective 1.4

Australia Day celebrations in Cabonne were not held at the time of writing this report. Our Australia day Ambassador, Countess Natalie Faber-Castell has indicated her enthusiasm for our region and is very keen to visit. She has opted to stay an extra day or two in order to explore Cabonne Country.

Youth Ambassador Sarah White is also looking forward to the day with official visits to Cumnock, Molong and Eugowra planned.

The PTO will again be responsible to transport and showcase Cabonne Country to the Australia day Ambassador and Youth Ambassador.

 

Canberra Food and Wine Show

TP Action: 1.1.3, 5.2.1, 5.2.4 and 5.3.2

Cabonne Council will join forces with Cowra Tourism at the Canberra Food and Wine Show on 15 to 17 February 2013.  Last year’s event attracted 7000 people, of which 50% earn over 100k per annum.  We will be joined by 12 local wineries/producers providing free tastings throughout the weekend. Taste Orange is also assisting.

 

Sydney Cellar Door

TP Action: 1.1.3, 5.2.1, 5.2.4 and 5.3.2

19 local wineries will be promoting our region at the Sydney Cellar Door in Hyde Park on 22 - 24 February. This event showcases 14 wine regions from throughout NSW and the Orange Wine Region will be strongly represented. Printhie and Cumulus are both wine sponsors of this key event.

 

Metropolitan publicity

TP Action: 1.1.3, 5.2.1, 5.2.4 and 5.3.2

A special feature - “Top Places to go in Australia” was included in the SMH and the Age on Saturday 19 January. Orange was the only NSW listing and a number of Cabonne Country enterprises were mentioned including Racine Bakery, 100 Mile Dinner, Shearing Shed @ St Abans, Animals on Bikes and Gordon Hills Estate.

 

Central NSW Tourism Update

TP Action: 5.2.2

Central NSW Tourism has outlined a number of initiatives to boost visitor numbers in the coming 12 months.  These include a $25,000 Demand Funding application for a regional marketing campaign: “While You’re Here”. This campaign will support the new themed trails which provide cross promotional opportunities for businesses, communities and attractions across our region.

 

2013 Regional Flagship Funding has been announced and includes Orange Wine Week ($10,000) and Canowindra Balloon Challenge ($10,000).

 

The CNSWT Board are currently recruiting to fill 3 vacant positions and the first board meeting for 2013 is scheduled for Wednesday 13 February. The next meeting of CNSWT Marketing Committee will be held in Orange on Wednesday 6 February.

 

Cabonne Council’s membership fees to Central NSW Tourism remain outstanding.  This needs to be resolved ASAP.

 

LGSA Tourism Conference

TP Action: 1.1.3, 3.1.1, 3.6.2, and 5.2.4

The annual LGSA tourism conference will be held in Shoal Bay on March 11 to 13. Key discussions points on the agenda include the role and future of visitor information centres and destination management plans, an essential element in attracting state and federal funding.

 

Council’s PTO has requested attend this conference, along with Council’s EDM. Some Councillors may also be interested in attending this conference.

 

Community Assistance

Economic Development Manager's REPORT

 

Small Towns Development Group

EDS Objective 9.5

 

The next Small Towns Development Group meeting is to be held on 12 February, following the Daroo Committee meeting at Molong Council Chambers.

 

CBDO Position Filled

EDS Objective 9.5

 

With the departure of Belinda Keniry from the CBDO position in December, Council has recruited Hannah Dunlop to this role to fulfil the contract with Dept of Trade and Investment.  This government agency provides funding for the position and these arrangements will end on 21 April 2013.

 

UTS Student Placement Program

EDS Objective 9.5

 

Expressions of Interest to participate in the 2013 UTS Student Placement Program are now due.  The EDM is in the process of completing this documentation.  The Student Placement Program is a voluntary arrangement.  Cabonne Council has participated in this Program the past 2 years and have provided industry experience to 3 students.  All projects undertaken are identified in the Cabonne Tourism Plan.

 

GrantBlast

EDS Objectives 9.3 & 9.4

 

The three-month edition (January/February/March) of GrantBlast has been distributed in the second week of January. Both the previous edition and the current edition can be accessed directly from Council’s website.

 

Grant Submissions

EDS Objectives 9.3 & 9.4

 

A joint grant funding opportunity with Blayney Shire Council was submitted under the NSW Government Age-Friendly Community LG Grants Scheme. The grant was to secure $60,000 in funding that will assist the Councils to design an Ageing Strategy for the two LGAs. The application for this grant was unsuccessful.

 

Cabonne Council has been successful in securing funds under the Participation and Facility Program 2012/13 – Round 1 for the “Don’t be a Witness. Get into Fitness. Canowindra Fitness Path Project”. The amount awarded from this program was $25,000.  The funding from this program means that the construction phase of the Canowindra Fitness Path can now commence.

 

The Eugowra Promotion and Progress Association Inc applied for funding under the Country Arts Support Program in October 2012 for the Eugowra Most Wanted Murals project. They were successful with this application and received the requested amount of $1,800.

 

Funds have also been successfully secured under the Public Reserves Management Fund Program from the Crown Lands Division for two different projects. The first grant is $16,000 towards the cost of refurbishing the kitchen at the Eugowra Showgrounds. The second grant is $58,727.33 towards the cost of a new pavilion and amenities block at the Cudal Showground.

 

Canowindra Challenge Incorporated, with the assistance of Council staff has secured $10,000 in funding under the Regional Flagship Funding Program.  This funding will assist with the costs to promote the 2013 Canowindra Balloon Challenge to be held in from 20 – 27 April.

 

The total level of funding secured for 5 community projects in the Cabonne LGA is $111,527.33.  These funding applications were compiled through the CBDO position.

 

Other funding opportunities in progress:

 

·    The Cumnock Showground group have submitted an application under the 2013 Community Building Partnerships Program. The project is to gain funding to replace the toilet block facilities at the showground. Grant funding amount requested is $110,000. This application was submitted in November 2012 and is still pending.

·    The Age of Fishes Museum submitted an application for funding under the Regional Development Australia Fund Round 3. The application requested $500,000 to construct a purpose built and well equipped exhibition/education and workshop/casting facility in the grounds of the AOFM. This application was submitted in December 2012 and is still pending; due to be announced on 13 February 2013.

·    Canowindra Challenge Inc submitted an application for funding under the Sport and Recreation Events Program run by Sport and Recreation within the Office of Communities. This application was submitted October 2012 and is still pending.

 

Community Group Development

EDS Objective 9.4

 

Council has administered the following inquires and/or met with:

 

a.   Cumnock Show Society - assisted with grant information for possible projects coming up

b.   Canowindra Sports Trust – assisted with grant application

c.   Canowindra Challenge Inc – continue to grow relationship with Council.

d.   Manildra and District Progress Association – assisted with grant information for possible projects coming up

e.   Age of Fishes Museum – ongoing support

f.    Canowindra Business Chambers – provided grant assistance and EAP information

 

Business Enquiries & Development

EDS Strategy 10.7

 

Council through the ED unit has not received any direct inquiries from new or existing businesses in the month of January.

 

2013 Cabonne Daroo Business Awards

EDS Objective 11.2

 

The Daroo Awards Committee held a wrap up meeting on Tuesday 13 November 2012. All members of progress associations throughout Cabonne were invited to attend and provide feedback on the 2012 event and to also discuss event ideas for the future of the Daroo Awards. As a result of these discussions, the Committee voted that the future of the Daroo awards would be maintained.

 

All positions on the 2013 committee are currently vacant. Committee Membership Forms have been sent to all past committee members, businesses and community groups. The deadline for these forms to be returned is Thursday 31 January 2013.

 

The first committee meeting for the 2013 Cabonne Daroo Business Awards is set to be held on Tuesday 12 February 2013.

 

Canowindra Challenge Committee

EDS Strategy 9.4, 9.5 & 10.2

 

Canowindra Challenge Incorporated held their AGM on 3 December, with Arthur Falconer re-nominating for the Chairperson position.

 

In December, the decision on the country hosting the 2014 Hot Air Ballooning World Championships was revoked.  As a result, a submission from Australia to host this event in Canowindra was considered.  Members of the Canowindra Challenge Committee have met with ballooning and government officials from State and Federal to discuss the proposal.  It was agreed to not apply for 2014.  Australia through Canowindra will apply to host the 2016 Hot Air Ballooning World Championships.

 

External funding has been received and is listed in this report under the heading Grant Submissions.

 

Inxcess Pty Ltd, based in Canowindra has agreed to undertake the event marketing and sponsorship for 2013 event. Regular meetings are being held between all parties.

 

The EDM will recommence meetings with the Canowindra Challenge Committee to continue to develop the 2013 event.  A funding application under Council’s Events Assistance Program will be lodged in February and considered at the February Council Meeting.

 

Customer Service Workshops

EDS Strategy 9.5 & 10.2

 

The Central West Business Enterprise Centre held two Customer Service Workshops during December in Canowindra and Molong. The aim of the workshops is to assist small business owners to design a customer service strategy.

 

The level of participation was low.  It was agreed that holding workshops in December was not the best time of year.  This will be taken into consideration for future business and community development workshop opportunities.

 

Central West Economic Development Forum

EDS Objectives 9.5

 

The next Central West Economic Development Forum will be held on Wednesday 20 February at Bathurst. Council’s EDM is the Chairperson of this Committee.  The Committee meet 4 times annually.

 

Councils that attend this forum are Lithgow, Bathurst, Orange, Blayney, Cabonne, Wellington, Forbes, Parkes, Lachlan (Condobolin), Bland (West Wyalong), Cowra, Young, Harden, Boorowa, Oberon and Weddin (Grenfell).  In addition representative from Regional Development Australia, CENTROC, NSW Department of Trade and Investment, Foundation for Regional Development, Enterprise Connect and the Business Enterprise Centre also attend.

 

Invest Central NSW LGA Profiles

EDS Objectives 9.5

 

Regional Development Australia Central West has contracted A.P. Sheere Consulting to update the 16 LGA profiles, Cabonne included, that are part of the Invest Central NSW portfolio covering the Central West and CENTROC regions. The 16 LGA profiles will be updated with the ABS 2011 statistics released in 2012 in line with the recent update of the Invest Central NSW Economic Profile (December 2012).  RDA Central West will promote the 16 LGA profiles on their website as part of the Invest Central NSW portfolio.

 

Cabonne Business and Service Provider Handbook

EDS Objectives 9.5

 

A Directory for Cabonne LGA is now complete.  Council sought the assistance of local business owners and community groups to review the draft.  The Directory can be viewed online 24/7 at http://www.cabonnecountry.com/client_images/1265880.pdf

 

The information has been compiled over a number of months and by no means is finalised. The handbook consists of 41 categories and over 60 pages of content.

 

The directory will assist existing residents and new residents with utilising the businesses and services available within Cabonne and promote local businesses that provide services into the Cabonne locality.

 

 

Decentralisation Taskforce

 

The NSW Government has created the Decentralisation Taskforce to purse opportunities for greater regional development and government decentralisation.

 

By March 2013 the NSW Decentralisation Taskforce will provide a report to the Deputy Premier and the NSW Government which will provide advice on the Decade of Decentralisation strategy and associated policies and programs including:

 

a.   Regional Relocation Grants

b.   Jobs Action Plan (regional component)

c.   Restart NSW (regional component)

d.   Resources for the Regions

e.   Government agency relocations.

In giving effect to the above, the Taskforce will:

 

a.   Consult with stakeholders including, but not limited to, the Association of Mining Related Councils, Country Women’s Association – NSW, Evocities, Foundation for Regional Development, NSW Business Chamber, NSW Farmers Association, Local Government and Shires Association of NSW.

b.   Examine other relevant review processes which have been or are being undertaken at the local, state and commonwealth levels in relation to these issues.

c.   Examine how existing Government facilities in regions can be better leveraged to advantage regional communities and regional based businesses.

Economic Development Manager's REPORT

 

AOF Museum Manager, Fiona Ferguson has compiled the following activity report for the period of October to December 2012.

 

1)   That a level of volunteers is attained and maintained sufficient to operate the Centre on a 7 day per week basis, without reliance on the Manager’s presence.

 

Volunteer numbers at the time of the resolution were 30. Volunteer numbers over the last quarter have been:

 

Month 1 – October              34

Month 2 – November          32

Month 3 – December          34

 

The manager has worked for 0 days in this quarter without volunteer support.

 

The Age of Fishes Museum has 3 Work For The Dole participants, 2 wage subsidy participants during this period (completion date May 2013) and a third wage subsidy person began work at the end of July 12 and completed this program January 2013. One Parole participant (200 hrs) through Corrective Services due to complete period in April 2013.

 

SNAPSHOT: AOF Museum has maintained strong voluntary support in the last 3 months.

 

2)   That visitor numbers are maintained and grow at a rate consistent with the regional Tourism average. (Visitor numbers to Regional average)

 

Please note that the statistical collection methods have altered considerably since the submission of the last quarterly report from the Age of Fishes Museum.

 

Central NSW received over 1.9 million domestic overnight visitors – up by 12.5% as of Ye Sept 11. Visitors spent nearly 5.4 million nights in the region – up by 14.9% on YE Sept 11. Source: National Visitor Survey (NVS), YE Sept 12, Tourism Research Australia (TRA).

 

“Visiting friends and relatives” was the largest purpose for visitors to the region (37.0%), followed by Holiday or leisure  (34.2%) and ‘business’ (20.8%).

 

Visiting Friends and Relatives’ (39.1%) was the largest purpose in terms of nights in the region, Holiday and Leisure (34.3%) followed by ‘business’ (19.6%)

 

The travel mindsets to Central Tourism are as follows: ‘Compatriots’ (21%), Peer group travellers (8%), the Wanderers’ (24%) and the ‘Pampadours’ (11%) and True Travellers (32%), Other (4%). A Pampadours want luxury, Compatriots are mostly families, True Travellers want depth of experience, Peer group travelers seek a fun experience with friends and Wanderers take time to explore and discover.

SNAPSHOT:

 

a.   Visitation to Central NSW has increased by 12.5% since September 2011.

b.   Visiting friends and family remains the top purpose for visitors to the region at 37%.

c.   Visitation to AOF continues to grow with a total of 2999 visitors or tourism related inquiries received.

d.   October 2012 was the busiest month with 1271 visits. This involved hosting large groups and bus bookings.

 

3)   That ongoing sponsorship is provided by businesses to the VIC/AOFM. (Sponsorship)

 

The Age of Fishes Museum has 31 Business members being the largest total ever recorded for this category and 53 Association members. A total of 84 eligible votes.

 

4 grant applications are pending as reported in the last quarterly update. A fifth grant application (RDA) was written in December and this decision is also pending.

 

A current AOF Museum project underway is the ‘Take Away Fish’ trailer as funded under the FRRR grant program. The trailer is almost complete.

 

4)   That shop spending is maintained and grows at least consistent with CPI.

The quarterly reports have been submitted to Cabonne Council at the end of each quarterly period.

 

In addition the Age of Fishes Museum has applied for an IMAGINE award. They were highly commended.

 

Age of Fishes Museum held their AGM on 12 November and a Board of Management was successfully filled. The first meeting for this Board is on 11 February.

 

The Museum has experienced a high number of brown snakes in the grounds during summer. They are coming from the long grass located along the railway line and into the grounds. The railway line ground does not belong to Council/Museum and therefore has not been slashed for a considerable period of time. Over 5 snakes have been seen in the Museum grounds, including near the front door, car park, lawn area and on the outdoor game board. Assistance is required to mange this situation. In the past Council has slashed this area or organised a contractor and have then billed the ARTC. Railway lines are now managed by John Holland Pty Ltd.
