Recommendation

 

THAT Council:

 

1.   Propose/promote Cabonne Shire form part of the Central Tablelands Local Land Services (LLS) area.

 

2.   Oppose the funding of the LLS via rates notices to be issued by local government.

 

3.   Authorise the Mayor/Deputy Mayor and General Manager to carry out the necessary actions to support 1) and 2) above.

 

 

General Manager's REPORT

 

The state government is planning to replace the 13 Catchment Management Authorities (CMAs), 14 Livestock Health and Pest Authorities (LHPAs) and incorporate agricultural advisory services currently provided by Agriculture NSW (part of the Department of Primary Industries) into 11 Local Land Service (LLS) areas.  The LLS’s are proposed to deliver locally prioritised services including:

 

·    Agricultural advice;

·    Plant and animal control and biosecurity;

·    Natural resource management; and

·    Emergency and disaster assessment and response.

 

LLS are planned to be regionally-based, semi-autonomous, statutory organisations which are governed by locally elected and skills-based Board members.

 

The state government has stated the purpose for the changed service delivery model is because the current structures are stifling innovation, reducing productivity and making it harder for farmers and landowners to manage their land.  “The status quo is not an option.  Our farmers deserve better”.

 

The proposed 11 LLS areas are based on local government boundaries.  As a consequence there are circumstances where parts of individual LGAs do not correlate as well with the LLS within which they are proposed to be located as they would have should the boundaries of the LLS been determined by water catchments or specific communities of interest (eg the dominance of a specific type of agricultural pursuit). 

 

Cabonne Shire is at the junction of three draft proposed LLSs: Central West; South West Riverina and Central Tablelands and in the current draft  LLA boundaries, is wholly included within the Central West area.

 

A recent submission prepared by Forbes Shire and issued to the Minister for Primary Industries claimed the current draft LLS boundaries are incorrect and do not reflect communities of interest (specifically the catchment of the Lachlan River).  Forbes Shire included Cabonne Shire (and Orange City) within a proposed new LLS area for the Lachlan catchment.  Clr Gosper, Clr MacSmith and the General Manager have since advised Forbes Shire that Cabonne has multiple communities of interest based on agricultural pursuit and catchment and it may in fact be the case Cabonne lobby to be included within a different LLS from that which the state government has assigned it to (ie Central West) and from the alternative put to the state government by Forbes Shire.  Orange City have advised Forbes that they are also likely to favour a different LLS from that proposed by Forbes.

 

Given the arrangement of the LLS into regions of LGAs, the matter of which region Cabonne Shire should belong to raises issues of communities of ‘like’ interest and catchment (Lachlan and Macquarie) within the shire.  Given the size of Cabonne and its diverse interests and geography parts of it have, by default, common interests with each of the three proposed LLS regions.   

 

As part of the next phase of consultation on LLS, interactive workshops will be held in 21 locations across the state from February to April.  Workshops most convenient for Cabonne are:

 

Wellington RSL – February 11, 1pm – 4pm; or

Bathurst Panthers – February 12, 8am – 11am.
