Recommendation

 

THAT Council work with the Canowindra Retirement Village to find a way forward for the project.

 

Community Services Manager's REPORT

 

Canowindra Retirement Village Committee have been working for several years to have self care aged units constructed on their site in Mill St Canowindra adjacent to the railway station.

 

The Committee had well advanced plans with Uniting Care for the construction of units but two months ago was advised that Uniting Care did not wish to proceed.

 

Council has provided considerable assistance to the Committee in acquiring the block and in meeting their upfront costs.

 

Included in this was an interest free loan for in excess of $100,000.00 which was due to be repaid in February 2011 but has been extended.

 

Council holds a mortgage over the land.

 

A representative of the Committee recently met with the General Manager and the Community Services Manager wishing to find a way forward and seeking Council’s assistance in advancing the project.

 

The best outcome for the project and for Council would be for it to advance if it was found to be economically sound.

 

The Committee raised the possibility of Council assisting in development of the block including sewer and water connections and the piping and covering of an open drain.

 

Following the meeting the Committee forwarded Council the plans to date for the units that had been developed by Uniting Care. These plans are being examined by Council staff and further reports will be provided to Council once more information is available.

THAT Council:

 

1.Endorse the making of the application made to the Age Friendly Community Local Government Grants Program

2. Authorise the signature and attachment of its Common Seal to the funding agreement and the calling of tenders for the project if successful

 

Community Services Manager's REPORT

 

An application for funding was lodged on behalf of Cabonne and Blayney Council’s for a project through the Age Friendly Community Local Government Grants Program.

 

The application was made in accordance with the guidelines of the program and an application totalling $59,000.00 was made to develop an Ageing Strategy for both Councils and to implement a small project arising from the strategy.

 

The application for the project was developed by a small team of Council staff including the Community Business Development Officer, the Strategic Planner, the WBC Project Officer and the Community Services Manager.

 

Ageing is a significant issue facing the Cabonne and Blayney local government areas and an Ageing Strategy will assist both Councils to identify the best way to respond to the needs of older people.


The 2011 Census data shows that 17.7% of the Cabonne population and 16.9% of the Blayney Shire population are aged 65 years or older which is significantly higher than the NSW average and this percentage is estimated to increase to 27.2% in Cabonne and 25.6% in Blayney by 2036. In addition, the number of citizens 65 years and older in several villages exceeds 30% (e.g. Carcoar and Yeoval) or 20% (Eugowra, Molong, Canowindra, Cumnock, and Lyndhurst).


A Positive Ageing Strategy will be beneficial to Cabonne and Blayney Councils and will recognise the needs of an ageing population and help maximise accessibility to services, facilities and lifestyle/recreational needs to allow people to remain in their communities for as long as possible with a good quality of life.


The strategies and actions would be incorporated into the Councils’ Community Strategic Plans and would also facilitate the preparation and update of mobility and accessibility plans and integration with existing village enhancement projects and funding.

Recommendation

 

THAT Council donate $200 from its s.356 budget to sponsor Mr Laurence Montague in his fundraising efforts for the Youth Off the Streets program

 

Community Services Manager's REPORT

 

Mr Montague seeks Council’s support in sponsoring him in a bike ride between Sydney and Southport to raise funds for father Chris Riley’s “Youth Off the Streets Program”.

 

The Sydney to Southport Cycle ride is organised by the Rotary Club of Engadine as a fundraiser for this program.

 

Youth Off the Streets is a well recognised program for helping to turn around the lives of young people at risk of being sucked into a lifetime of antisocial behaviour.

 

Father Riley’s programs have a high success rate and are well regarded by health and welfare professionals and the community.

 

Council has sponsored Mr Montague numerous times to participate in this fundraising ride.

 

Should Council wish a donation could be made from it’s Section 356 Budget for donations which has an unexpended balance of $4,820.00 left from a budget of $7,000.00.

Recommendation

 

THAT Council take all necessary steps to have is assessment No. A48248, Lot 1 DP 730639 (6 Gidley Street, Canowindra) declared operational.

 

Community Services Manager's REPORT

 

Council has previously authorised the sale of Lot 1 DP 730639 (6 Gidley Street, Molong) to help finance the building of additional aged units for the Acacia Lodge Committee.

 

The land is classified as community land and before the property can be sold it will need to first be rezoned operational.

 

This will not be possible until after Council’s LEP has been approved and then varied to change the status of the subject property.

 

The granting of Council approval to take steps to have the land declared operational will assist in speeding up this process.

Community Services Manager's REPORT

 

Following recent interviews Ms Leonie Smith has been appointed to the Maternity Leave position of Coordinator with Council’s Family Day Care Scheme.

 

Ms Smith has considerable experience in the field having been Coordinator of Bathurst Council’s Family Day Care Scheme for 18 years and was responsible for the growth and success of that Scheme.

 

More recently she has been an Assessment and Compliance Officer with the NSW Department of Education and Communities.

 

She will be well placed to take the Scheme through the accreditation process which is due next year and existing staff are looking forward to working with her.

Community Transport Coordinator's REPORT

 

Cabonne Community Transport has its new wheelchair accessible vehicle in town. Training for this vehicle was completed with issues being identified in regards to Workplace Health and Safety for all volunteers and also clients. The issue will be resolved with a winch being fitted to the vehicle, which is currently being attended to in Orange. Once the vehicle is equipped with the winch further training will be completed and the vehicle will then be put on the road for use. This will happen in the next few weeks.

 

The official launch of this vehicle will be on the 30th November 2012 at 10.30am at the Cabonne Council building in Molong. It would be great to see all Councillors present at this exciting event.

 

On the 12-16th November 2012, 40 excited seniors of the Cabonne area boarded a coach and headed to Ballarat/Bendigo for a 5 day tour of the area.

First stop was Mulwala/Yarrawonga. Here the group visited the Pioneer Museum with all saying it was the best they had ever seen. Then we headed to Ballarat where we went to Sovereign Hill and attended the night show of the Blood on the Southern Cross. Not a word was spoken throughout the show, if you ever are in Ballarat take a trip, will be well worth it. Bendigo is a wonderful old city, with all taking a trip on the tram through the city. Last port of call was Echuca where the paddle steamer Pride of the Murray took us on a trip down the Murray River. A fantastic time was had by all.

 

The trip was saddened with the news of sudden passing of John Seale who died in his sleep on Saturday night. John was a regular passenger on the social trips and will be sadly missed. Our thoughts are with his family at this time.

 

On the 3-4th December 2012 there will be 36 seniors of the Cabonne area heading to Sydney for the Premier’s Seniors Christmas Concert being held at the Entertainment Centre. These concerts are attended by thousands of seniors across NSW and it is always great to take our senior residents of Cabonne to these type of events.

 

The service will be closing from the close of business on the 21st December 2012 and re-opening on the 7th January 2013. This period gives our very valuable volunteers a well earned break and time to spend with their families.

 

The volunteers Christmas party will be held at Cudal this year with the ladies from Cordon’s Store, Cabonne Food and Wine Cultural Centre catering and entertaining us all for the evening. I would like to thank all the valuable volunteers that drive countless hours and kilometres each year for a fantastic job that they all do year after year.
