Director of Engineering and Technical Services' REPORT

 

Consultants, Lyall & Associates, Consulting Water Engineers have submitted the draft document for public exhibition. The draft is a review of the Eugowra Floodplain Risk Management study completed in 1999.

 

The 2010 review of the 1999 study  has been undertaken at the request of the Eugowra Floodplain Committee (FPC) which considered the 1999 study to be incomplete in a number of areas. The Department of Environment, Climate Change and Water (DECCW) approved the funding of the review which is funded two thirds by Government with Council funding the remaining one third.

 

The FPC requested the review take into consideration:

 

·    Extension of the survey below Eugowra into the Waugan Floodplain to the confluence with the Lachlan River;

 

·    Updating investigations of the Puzzle Flat Creek and areas of flooding in East Eugowra from Puzzle Flat Creek.

 

Key Findings of the review:

 

1.   The extension of the model resulted in a reduction in the peak flood levels of up to 1.2 m near the confluence with Puzzle Flat Creek, however flood level reduction in the town is less than 100mm.

 

2.   Survey of Puzzle Flat Creek verified the presence of a 1 km gap in the levee, modelling confirmed that breakouts would occur subjecting sections of East Eugowra to shallow low flooding.

 

3.   Economic impact of a 100 year ARI flood, damages to all categories of urban development assessed at $3.35m.

 

4.   The highest rating flood mitigation measure is 0.9 BCR for vegetation management on the Mandagery Creek to increase the hydraulic capacity of the creek (1.0 is regarded as break even). The report suggests that vegetation management is not justified on economic grounds, however may be justified on the basis of the multi-objective assessment of benefits.

 

5.   The study includes a Flood policy setting flood planning levels and description of:

 

a.   Floodway

b.   Flood Fringe

c.   Overland Flow Path and

d.   Outer Floodplain

 

The study has been reviewed by Officers of DECCW and Council and found to address the brief and is technically sound. Submissions from a community questionnaire (January 2009) has also been considered in the study.

 

 

 

Recommendation

 

THAT Council adopt the November 2010 draft review of the Eugowra Floodplain Risk Management Study 1999 for Public exhibition and that submission on the draft document be received up until close of business on 18th February 2011.
